  • White House Recognizes Rural Innovators for Their Community-Focused Work "On December 18, 2024, the Biden-Harris Administration honored 14 Rural Innovators during an event at the White House. The attendees had been nominated by the public for their service to their rural communities in a variety of areas including education, economic development, broadband infrastructure, and health services. The event was headlined by three White House officials: Neera Tanden, a domestic policy advisor, Stephen Benjamin, the director of public engagement, and Agriculture Secretary Tom Vilsack. “The Biden-Harris Administration is investing in rural America to create opportunity for farmers, small business owners, families, and communities,” according to a press release from the White House. The diverse interests and achievements of the Rural Innovators honored at the event reflected some of the many challenges facing rural communities and showcased local solutions. Rural communities are less likely to have access to high-speed internet. The 2021 Bipartisan Infrastructure Law provided a $65 billion investment in broadband infrastructure, but funding is not the only complication for many communities. Local leadership can make all the difference. Rural Innovators Jill Dunham from Allegan County, Michigan, and Jeremiah Clever from Meridian, Idaho, both work to expand broadband access in their communities and across their states. With a background in Technology, Dunham serves as the Broadband project manager for the Allegan County Government. As the president of Communications Workers of America local 7603, Clever directs the union’s Fiber Technician Apprenticeship Program, which provides workforce training for the future broadband workers of Idaho. The event also honored several Rural Innovators for their work in education. These included Sylandi Brown, a member of the school board in Pulaski County, Georgia, Alexis Racelis, a professor at the University of Texas Rio Grande Valley, and Rick Erickson, a retired high school teacher from Bayfield, Wisconsin. Another educator honored at the event was Michael Jefferson, the president of Cut One, School One, Youth Crime Intervention in Tunica, Mississippi. His program provides technical training and career opportunities in barbering and cosmetology as an intervention program. By combining vocational training with educational support and mental health treatment, the program aims to “redirect young lives towards positive futures,” according to the website." Smarter Inspector Management Managing inspectors just got safer and easier! With this new feature, the system blocks you from removing an inspector who’s still assigned to inspection steps, ensuring no responsibilities are left unaccounted for. Here’s how it works: Removing an inspector with no responsibilities: If the inspector isn’t assigned to any tasks, you can easily remove them without any extra steps. If they do have responsibilities: The system will notify you to reassign their tasks first and even provide a direct link to handle it. What if they’re the only responsible user on a step? You’ll see exactly where they’re the sole user, so you can assign someone else before removing them. This feature ensures a smooth, secure process for managing inspectors while keeping everything organized. 2. A More User-Friendly Electronic Plan Review (EPR) We’ve refreshed the EPR tool to make it cleaner and easier to use, while keeping all the features you rely on. Here’s what’s new: Simplified Thumbnail Tools: All tools have been moved to one convenient line near the title, with version history and options grouped under the gear icon. Updated Toolbar: Icons now include clear descriptions, so it’s easy to find what you need. Improved Measuring Tool: A dropdown menu with instructions replaces multiple icons, making it quicker and more intuitive to use.   • Which State Leads the Nation in Christmas Tree Production? "Now that Thanksgiving is behind us, we can stop wasting our time arguing about whether it’s acceptable to decorate for Christmas before Turkey Day (it is) and move on to more serious business, like which state sells the greatest quantity of America’s most important crop, Christmas trees. The weekend before Thanksgiving my partner Hannah-Marie and I drove to a Christmas tree farm in our little North Carolina mountain town. We hiked to the top of a hill overlooking a brown barn, tied a ribbon to the top of the tree we wanted, and hollered for a 12-year-old with a chainsaw – presumably the farmer’s son – to cut it down and drag it to a tractor. During the holidays I pride myself on living in Christmas tree country. I love watching cars with out of state plates drive up the mountain and leave with Christmas trees tied to the top. Not only is it festive, but it reminds me that people love visiting this beautiful area that I now get to call home. It amplifies my gratitude. I was born just south of the North Carolina border in Spartanburg County, South Carolina, and everyone I knew traveled out of the foothills and into the mountains to pick out their trees. I had never heard of the trees coming from anywhere else. Because of this, it is with great resentment and gnashing of teeth that I declare Oregon the nation’s prime producer of Christmas trees. That’s what the USDA’s Census of Agriculture says, and I can’t argue with the data. Why can’t the South have anything good? Just kidding. We have Waffle House. The USDA’s Census of Agriculture, which is conducted every five years, collects data on land use, farm ownership, income, crop sales, and inventory, among other things. It started in 1840 as a way for government agencies and researchers to study American agriculture. In 2022, the most recent year of available data, Oregon sold $161.3 million in Christmas trees, accounting for 34% of all sales nationwide. Oregon is home to approximately 48,400 acres of Christmas tree farms, primarily located in the western part of the state along the I-5 corridor, which starts north of Seattle, Washington, and ends in Southern California."   • The US cities where central business district office vacancy rates are low "Labor, corporate ecosystems, transportation infrastructure and employee experience are the four fundamentals driving downtown office site selection, Cushman & Wakefield’s report states. Central business district vacancy rates varied widely across the country in the quarter, Moody’s found. The highest were Dayton, Ohio, at 37.5%; Dallas at 34.4%; St. Louis at 33%; San Antonio at 31.4%; and Las Vegas at 30.7%. Among the primary office markets it tracks, just over half had CBD vacancy rates higher than their overall metro area vacancy average for the quarter. Looking at change in CBD vacancy rate since the pandemic began, the most-improved cities were Tucson, Arizona; Miami; San Bernadino-Riverside, California; Atlanta, and Rochester, New York, while those with the greatest declines were San Francisco; Austin, Texas; San Antonio; Raleigh-Durham, North Carolina; and Denver. Cushman & Wakefield’s report looks at factors affecting downtown office occupancy. Crime has remained elevated in some downtown districts, increasing 10% to 15% between 2021 and 2023 in a set of 15 cities it tracked, while public transit ridership has only recovered to 79% of pre-pandemic levels. The daytime population of office workers in major cities remains below 60% of pre-pandemic norms, adding to challenges with transportation and safety, it states. Despite those challenges, downtowns are showing signs of resilience, the Cushman & Wakefield report states. “The nation’s downtown areas continue to be destinations for young, highly educated talent,” it says, for “lifestyle choices and access to a wider range of potential employers, public transit, affordable housing, and desirable social settings.” This provides CBD property owners and facility managers with opportunities to leverage talent pipelines, corporate ecosystems and employee experience strategies, it says. While downsizing will continue, the trend of companies downsizing their offices by 50% or more in response to hybrid work and lower space utilization is slowing down, and the market has “already felt the most extreme effects of the flexible work trend,” according to the report. “Office demand exists — it’s just focused on top tier office assets in desirable submarkets for an improved experience as part of the talent attract strategy.” According to McDermott, “building owners and operators should understand that most office occupiers have more space than they need. Uneven employee utilization has driven companies to right size their space and prioritize workplace investments that support what people need to do in the office versus at home.'"
