Welcome to the Institute for Policy and Civic Engagement. We like to think of ourselves as a ‘hub’ for individuals, communities, and organizations connecting with and learning about civic engagement at UIC, in Chicago, and across the country. IPCE focuses on transforming democracy by creating a more fully engaged community with more effective leaders. As a catalyst for learning and action, the Institute creates opportunities for scholars, students, community members and government officials to actively participate in social discourse, research, and educational programs on policy issues and social trends.

UPPF alum Kayla Pilgrim, from the 2023-24 UPPF cohort, was recently featured in UIC Today's article "Inspiring Grads of Fall 2024". These four students — in the College of Nursing, College of Liberal Arts and Sciences and College of Applied Health Sciences — have made an impact in their communities on and off campus, even before they walk across the stage to get their degrees on Dec. 13 and 14. As a fellow for the Institute for Policy and Civic Engagement’s Urban Public Policy Fellowship, Pilgrim focused her research on the Voting Rights Act of 1965 and ways to empower Latino voters. "When it comes to electoral participation, a lot of people may feel disconnected from government, and I find that disconnectedness and that disregard for the power of our voices especially prevalent among underrepresented communities," Pilgrim said. "There’s a real power to be found when a person comes upon that realization that their voice can make a difference." Congratulations Kayla! The required changes focus on 11 topic areas, which include: (1) Community Policing, (2) Impartial Policing, (3) Crisis Intervention, (4) Use of Force, (5) Recruitment, Hiring, and Promotion, (6) Training, (7) Supervision, (8) Officer Wellness and Support, (9) Accountability and Transparency, (10) Data Collection, Analysis, and Management, and (11) Investigatory Stops, Protective Pat Downs, and Enforcement of Loitering Ordinances.

On November 19th, 2024, Professor Delphine Labbé, PhD, from the UIC College of Applied Health Sciences, presented at IPCE's first Civic Engagement Lunch Talk of the school year held on campus in Daley Hall. Her presentation was titled "‘I do not want your cookies’: People with disabilities’ experiences of claiming power on advisory committees to improve accessibility in their communities”. She was accompanied by her research partner, Yochai Eisenberg, PhD, Associate Professor from the College of Applied Health Sciences. Their talk presented a project that explored the experiences of people with disabilities on advisory committees to improve accessibility of their communities. The purpose of the study was to better understand how they perceive their engagement in this civic role and its impact both for themselves and their community. Dr. Labbé and team conducted four focus groups with 26 participants with disabilities who served on local government advisory committees in the Midwest region. The presentation highlighted the main findings from these discussions and recommendations for supporting civic engagement of people with disabilities. We would like to thank Dr. Labbé and Dr. Eisenberg for sharing their research at our first Lunch Talk of the academic year!
