About us
Iowa’s Integrated Data System for Decision-Making (I2D2): Solves complex problems for Iowa’s children and families using collaborative data insights. I2D2 is a diverse system of stakeholders who share a common goal of transforming data into actionable intelligence to support Iowa children and families. As our service systems are increasingly charged with the heroic task to do more, to do it quicker, and to do it with less — they need now more than ever comprehensive information to inform strategic decision-making. I2D2 brings together administrative data from across health, education, and social service programs; generates anonymized files for analysis to explore patterns and identify strengths and needs; and uses analytic findings in cross-agency discussions about Iowa’s pressing problems. This is how cycles of inquiry through I2D2 advance strategic solutions, and support collaborative investments to improve lives of Iowa families. Today, over half of Americans live in a childcare desert, defined as an area where child care is out of reach due to proximity or cost. And, two-thirds of children under age 6 have all parents in the workforce (both partnered and solo parents). This means millions of families are struggling to find the early learning and care opportunities their children need to thrive. Head Start is working hard to fill this gap by providing high-quality early education in rural areas, underserved communities, and beyond. But we need more support to ensure every child has access to the care and education they deserve. Together, we can change this. In August, the Governor of Iowa announced a new child care tool for families and policy makers in Iowa called Child Care Connect (C3). C3 offers real-time updates from child care providers through a variety of systems. C3 integrates these updates and powers online dashboards for child care applications that benefit families and childcare services throughout Iowa. The team at I2D2 played a role in the development of C3 and are proud to be a part of the making of this new resource.

Empowering Families Through Head Start Our findings demonstrate that children from rural areas, as well as those born to mothers with lower educational attainment, teen mothers, or single mothers, are more likely to be enrolled in Head Start programs. Celebrating Diversity and Access in Iowa Head Start Programs Using one of the first systems in the U.S. that includes child-level data from Head Start recipients statewide, our latest research underscores the program's pivotal role in providing access to diverse and underserved communities. Findings reveal that Asian, Black, and Hispanic children are more likely to be enrolled in Head Start compared to their White counterparts. As we continue to explore this data, the importance of programs like Head Start in supporting early childhood education and advancing equity remains clear. According to I2D2 Data Brief #15, 37% of children enrolled in Head Start are nonwhite, compared to just 16-17% in other or no preschool programs. This highlights Head Start’s vital role in providing children with diverse backgrounds early education opportunities. This June 2024 study by I2D2 staff explains the positive outcomes of dual enrollment when conducting research with 2,986 children in Iowa. The data shows that over half the children who attended both Head Start and state funded Pre-K led to an increase in time spent with center-based education and a general boost in school readiness skills.
