𝐒𝐩𝐞𝐞𝐝 𝐥𝐢𝐦𝐢𝐭𝐞𝐫 𝐛𝐢𝐥𝐥 𝐢𝐬 𝐬𝐞𝐭 𝐭𝐨 𝐛𝐞 𝐢𝐧𝐭𝐫𝐨𝐝𝐮𝐜𝐞𝐝 𝐨𝐧 𝐌𝐚𝐲 𝟐𝟎𝟐𝟓 (...𝐨𝐫 𝐧𝐨𝐭) Speed limiters on semi trucks have been a hot topic since 2016 when the discussion surfaced first, and the proposal will be addressed next year in May. Its chances of success? It's pretty low now considering that the new Trump administration isn't keen on implementing it. JD Vance - vice president-elect of the USA - is a supporter of the DRIVE act, which, if approved, will make the addition of speed limiters on semi-trucks impossible. The speed limiter on semi trucks bill was close to being approved during Joe Biden's term, but FMCSA progress was slow and the bill didn't lead to anything. Do you think speed limiters will be approved during Trump's administration?

Sam Graves - chairperson of the House T&I Committee for the past 2 years and ranking member the four years before that - was selected to continue as the chairperson for the T&I Committee. Mr. Graves is keen to support President Trump's policies in advancing infrastructure priorities and developing the next long-term surface transportation reauthorization. Notably, Sam Graves stood up for truckers in opposition to efforts to increase motor carriers’ minimum liability insurance from $750,000 to $2 million (a 2021 infrastructure bill). Do you think Sam Graves is the right person to lead the House Transportation and Infrastructure Committee?

𝐅𝐌𝐂𝐒𝐀 𝐜𝐥𝐚𝐫𝐢𝐟𝐢𝐞𝐬 𝐫𝐞𝐚𝐫-𝐢𝐦𝐩𝐚𝐜𝐭 𝐠𝐮𝐚𝐫𝐝𝐬 𝐥𝐚𝐛𝐞𝐥 𝐢𝐬𝐬𝐮𝐞 After the issue was pointed out by OOIDA, the Commercial Vehicle Safety Alliance, and the American Trucking Associations, FMCSA issued a response regarding the issue of missing labels on rear-impact guards. The agency declared that a missing rear-impact guard label doesn't constitute a current compliance issue with the requirements in FMVSS No. 223. FMCSA said that the condition of the rear-impact guards should be inspected to ensure compliance with the safety requirements: The provision include: • General requirements (section 393.86(a)(1)) • Guard width (section 393.86(a)(2)) • Guard height (section 393.86(a)(3)) • Guard rear surface (section 393.86(a)(4)) • Cross-sectional vertical height of the horizontal member (section 393.86(a)(5))

Equalizing capacity, stabilizing operating costs, and rising rates are among the positive changes, while volume and demand remain flat. The agency emphasized the importance of manufacturing orders picking up for a possible upcycle in the industry. According to the report, there has been a surprisingly high demand for the flatbed market. Do you think these are real signs of improvement or is it just the Christmas season boosting these numbers?

Shelly Boshart Davis issued a letter to the Oregon Environmental Quality Commission asking to delay the implementation of ACT set to take effect on Jan. 1, 2025. The Republican lawmaker emphasized the lack of infrastructure and incentives in the state which would make the ACT a disaster for the trucking industry. California - another state set to adopt ACT in January - has far better infrastructure and programs to encourage the purchase of electric trucks, while Oregon can not afford such things. OK, but what's the plan now? Shelly Boshart Davis wants to delay ACT until Jan. 2027, giving truck manufacturers time to improve electric trucks' technology and efficiency to the point in which infrastructure will be more developed and financial incentives won't be needed for buyers. Do you think a delay in the adoption of Advanced Clean Trucks is needed?

The Texas Department of Transportation has purchased a $1.7B toll road using taxpayers' money and plans to charge tolls on those roads. TxDOT terminated a 50-year-long contract with Blue Ridge Transportation Group and acquired toll roads valued at $4B for only $1.7B. The agency will continue to charge tolls on the roads purchased, and it plans to build two additional lanes using toll revenues. Republican lawmakers heavily criticized this action and took steps to prevent its implementation. Rep. Briscoe Cain said, "Buying a toll road with taxpayer money and then charging tolls to those same taxpayers is ridiculous". HB904 would prevent the state from purchasing toll roads with taxpayer money and then charging tolls to the same taxpayers. This would make it illegal for the state to charge tolls on portions of state Highway 146 and state Highway 99. Do you think that TxDOT is doing the right thing or is it too much to charge double tax on toll roads?

If the Advanced Clean Trucks rule doesn't pass, truck manufacturers may still have a workaround to force people to buy electric trucks. With the election of Donald Trump, the Advanced Clean Trucks rule is less likely to be enacted during his presidency, after he claimed such a rule would make the trucking industry go bankrupt. But things seem to be far from over. Four big trucking companies (Daimler Truck, Navistar, Paccar, Volvo) came together and created the Clean Truck Partnership, a mutual agreement where they would steadily increase the production of electric trucks while lowering the production of diesel-powered trucks. The state of Nebraska sued the companies and said that the partnership is a violation of antitrust laws of the State of Nebraska and should be declared null and void. Do you think the companies are going to succeed with their agreement or will the state of Nebraska win the lawsuit and prevent a forced change from diesel to electric in trucking?

Pennsylvania Senator wants to lower truck emissions and she has prepared a viable solution for it. Sen. Rosemary Brown introduced a bill last week to create a program that will incentivize truckers to buy post-2010 models. She mentioned that trucks manufactured in 2006 emit 10 times the amount of nitrogen oxides and particulate matter as trucks sold today. Bill SB1348 proposed by the Senator will require the state DOT and Department of Environmental Protection to apply for federal funds available for the purpose of reducing pollution. The grants will go towards trucks post-2010 or newer trucks to be titled and registered in Pennsylvania, accompanied by a trade-in of a pre-2010 diesel truck that is also titled and registered in the state. Do you think this bill will be successful or will it be just another failed attempt at protecting the environment?
