Empire Clean Cities is more than just a local environmental nonprofit! We are also part of a national #CleanTransportation network. As part of the U.S. Department of Energy (DOE) Vehicle Technologies Office (VTO), #CleanCities coalitions foster economic, environmental, and energy security by working locally to advance alternative fuels, fuel saving technologies, and new mobility choices. The DOE started the Clean Cities program after the passage of the Alternative Fuel Motor Fuels Act of 1988 and the Clean Air Act amendments of 1990. Since 1993, Clean Cities’ projects have cumulatively saved nearly 12 billion gallons of petroleum. There are over 75 Clean Cities coalitions in the United States today. At a national level, the VTO provides technical assistance and analysis, information resources, and online tools and data. At a local level, Clean Cities coalitions share these resources with local stakeholders and provide technical assistance to fleets and communities implementing alternative and renewable fuels, idle-reduction measures, fuel economy improvements, emerging transportation technologies, and overall sustainable transportation policies. Empire Clean Cities (ECC) is the local Clean Cities coalition for New York City and the lower Hudson Valley. As a 501(c)(3) organization, ECC provides public and private sector stakeholders with technical assistance, training, and education to reduce emissions and cut petroleum consumption in our region. For decades, ECC has supported initiatives to spur uptake of zero- and low- emission vehicles, alternative fuel and EV charging infrastructure, and sustainable modes of transportation. Partnerships are at the heart of ECC’s mission to ensure clean air for future generations. Our relationships with a broad range of stakeholders - from fleet managers to municipalities to community based organizers - help us address the most pressing health and transportation issues in our communities. We center community needs and experiences through ongoing engagement including a bi-monthly newsletter, participant surveys, ride and drives, and clean transportation events. New York State made an important step forward, offering renewable diesel through their contract program for NY government at all levels state-wide. Biofuels, electric vehicles, and efficiencies are all critical to the mix to de-carbonize transport, clean the air, and improve vehicle transport. Congrats to Jeanette Moy, Emily Rubenstein and the whole team we work with at NYS Office of General Services. Fleet at NYC Citywide Administrative Services uses OGS contract services in many areas including fleet servicing, fuel cards, fleet systems, and more.
Another first for New York State! OGS is excited to announce that renewable diesel is now available on centralized contract, making New York the first state in the Northeast to offer this greener alternative to fossil fuel-derived petroleum diesel. More: on.ny.gov/4gAVZNa Renewable diesel offers several benefits over traditional diesel, including: • Lower in CO2 emissions • Made from fats and oils • Chemically the same as petroleum diesel • Can be used in any diesel engine As New York transitions to all-electric, having renewable diesel on contract allows the state to reduce emissions from its existing petroleum diesel-fueled medium- and heavy-duty vehicle fleet. This is critically important as the transportation sector is one of the largest contributors to greenhouse gas emissions and air pollution in New York. Funding Opportunity Alert: Downstate NEVI DCFC Program (PON 5866) NYSERDA is inviting proposals to develop Direct Current Fast Charging (DCFC) Electric Vehicle Supply Equipment (EVSE) in New York State south of I-84. With up to $28.5 million in federal funding through the National Electric Vehicle Infrastructure (NEVI) program, this initiative aims to accelerate electric vehicle adoption by reducing the cost of installing DCFC EVSE along designated Alternative Fuel Corridors (AFCs). Round 1 Proposal Deadline: March 18, 2025 Eligible Locations: Within one travel mile of AFCs in NYC, Long Island, and the Lower Hudson Valley. Highlights: Each site must accommodate simultaneous charging for at least 4 vehicles at a minimum of 150 kW per port. Beginning fall 2025, Citi Bike service will expand further into outer boroughs with 250 new stations and 2,900 new bikes. Thanks to this investment from Lyft, 64% of NYC residents will live within a 5-minute walk from a Citi Bike station.

I’m excited to share Safer Charging, Safer Deliveries: Lessons from NYC DOT’s Public E-Bike Charging Pilot. This evaluation report illustrates the successes, challenges, and lessons learned from our six-month #Ebike Battery Charging Pilot. Looking ahead: ✔️ The New York City Department of Transportation is publishing new rules to allow buildings to install battery charging cabinets on the sidewalk ✔️ NYC DOT is partnering with the New York City Housing Authority (NYCHA) to implement a public e-bike charging program at approximately 173 locations, serving NYCHA residents and the general public. This work will be funded by a $25 million federal RAISE grant This report wouldn’t have been possible without the work of some of the most talented individuals in city government: Jill Weidman (whose design brought the report to life!), David Moidel, Seth Contreras, PhD, Mojdeh Azad, Ph.D., Grace Austin, Olivia Szabo, Will Carry, Patrick Smith, Mark Seaman, Will Livingston, Jaclyn Whitney, Angela Moreira-Chavez, Chris Browne, and many others. The pilot’s success also reflects the power of collaboration. Today Governor Kathy Hochul announced that $22 million is available for projects aimed at strengthening and modernizing New York’s electric grid. Funded by a U.S. Department of Energy (DOE)’s Grid Resilience and Tribal Formula grant, the program will support projects that help to ensure the reliability of infrastructure and broaden access to clean energy for New Yorkers, supporting the transition to a zero-emission electricity system.
