Delighted to author the foreword to this important Ada Lovelace Institute report on Participatory and Inclusive Data Stewardship in my capacity as a researcher at the ESRC Digital Good Network. This landscape review assesses the maturity of the field, since the publication of the Ada Lovelace Institute report I lead authored on Participatory Data Stewardship. It explores the question - what are the conditions that underpin participatory and inclusive data stewardship? In this report we find that there is now an emerging field of participatory and inclusive data stewardship, whose goals and values are distinct since the publication of that early paper. We find the field is most mature in the field of health data governance. We also find that the field requires more support, investment and time; and that there is a significant underrepresentation of Global Majority perspectives in the existing literature and research, despite much interesting practice. A timely assessment from the team of Ada researchers including Roshni Modhvadia, Octavia Field Reid, Valentina Pavel with input and guidance from myself and Emily Rempel. We are also grateful to the communities of practice that we have convened in Manchester, Liverpool and London for their input and thinking; and to the many researchers and practitioners interviewed as part of this project.
Governments, local authorities, institutions, private companies, civil society organisations, communities and groups of people have aspirations to create, access, use and share data for different purposes. This means that they may all find themselves in a position where they are required to responsibly govern or ‘steward’ data. Governing and stewarding data matters: last month’s Sudlow review demonstrates perfectly the opportunities available through investment in well-governed and legitimate use of data, and the backlash to NHS Digital's General Practice Data for Planning and Research (GPDPR) shows what can go wrong when public trust is lost. Produced as part of programme of work with ESRC Digital Good Network and LCR Civic Data Cooperative, our new landscape review demonstrates the liveliness of debate around ‘data stewardship’ theory and practice. Bringing together an analysis of legal and participatory mechanisms, a desk-based database review and interviews with experts in the field, the research identifies a distinct and emerging field of participatory and inclusive data stewardship. The review also highlights the differences between legal and participatory mechanisms, and the importance of bridging between both of these.
