Providing humanitarian assistance to people living near the front lines is always risky and requires working in a changing environment. Not doing so means leaving thousands of people without essential and sometimes life-saving assistance. Supported by the Ukrainian Humanitarian Fund, CORE (Community Organized Relief Effort) together with local partners deliver firewood to villages 20-50 kilometers from the front line in the Zaporizhzhia and Kharkiv oblasts. For the residents of these communities, firewood is not only a way to keep their homes warm in the winter. It is often the only way to cook food, given the constant interruptions in electricity and gas supplies. Project in the frontline communities can never be planned in advance. To ensure people receive aid in time we try to consider different scenarios and have several options for solving a particular situation. One of the key point to successful implementation is understanding the local context. Our project team is in close contact with local NGOs and municipal authorities, who are always up to date on the situation and the services available in a particular location. The same goes for contractors. We try to involve local entrepreneurs in project implementation. They know the specifics of logistics and production in a particular region. We do our best to give people a spark of hope, dignity, security, and the ability to endure the cold months with resilience.

In recognition of International Migrant’s Day, CORE is proud to highlight the resilience of the Haitian migrant community in Porto Alegre, Brazil, who were severely impacted by the catastrophic floods in Rio Grande do Sul earlier this year. Since June, and with the support of VivaRio, CORE has been actively assisting the community, offering cash assistance to help people rebuild their homes and facilitating Talking Circles to support their mental and emotional well-being. These Talking Circles provide a space for survivors to share their struggles and connect with people who understand what they’ve been through. The Haitian community in Brazil faces the unique challenge of being not only migrants but also twice-displaced by both the climate disaster and the difficulties of starting over in a new country. Through these efforts, we are helping them recover and rebuild their lives.

“Humanitarian work resembles a complex mechanism with hundreds of gears. While some elements rotate together in the same direction, others rotate on their own, not interacting with the rest of the system. This can lead to inconsistencies and decreased effectiveness in providing assistance – which can often have critical consequences.” In this column, Liana Khorovytska CORE Executive Director in Ukraine, shares her first-hand experience as to how humanitarian aid can be delivered more effectively. In collaboration with the Aspen Institute Kyiv, CORE brought together participants of the aid process to find ways to address challenges in building the effective coordination system.
