Roseville City Manager Dominick Casey announced the appointment of Sean Bigley as the new Roseville Environmental Utilities (EU) Director following a highly competitive statewide recruitment process. Bigley will succeed Rich Plecker who is retiring at the end of this year. Bigley has nearly 20 years of utility experience with the City of Roseville, most recently as assistant EU director for the water utility, with oversight of the City’s water and wastewater operations, including service to residents and businesses, long-range water resources planning, capital improvement projects, customer service, government relations, specialized water resources programs, and system repair and rehabilitation. He has 11 previous years of experience working in state and federal agencies. “Sean stood out for his extensive knowledge regarding water policy and operations, his support of our people-first culture, and years of demonstrated leadership within the Environmental Utilities,” Casey said. As director, Bigley will lead a staff of 285 and oversee water, wastewater, waste management, recycled water and stormwater services that the City provides to over 50,000 residential and business customers. Proposed CHIPS Act funds for Bosch will drive hundreds of high-wage jobs and position our area to host 40% of U.S. production of silicon carbide semiconductors for electric vehicles and essential technology.
Silicon carbide chips help to enable greater range and more efficient recharging in battery-electric vehicles and plug-in hybrid vehicles to provide affordable electromobility options for consumers. Bosch has reached a preliminary memorandum of terms (PMT) with the U.S. Department of Commerce regarding federal funding under the CHIPS and Science Act for our semiconductor plant in Roseville, California where we are currently investing up to $1.9 billion to transform the site. Beginning in 2026, the Bosch Roseville facility will produce chips on 200-millimeter wafers based on the pioneering SiC Bosch technology. We are also helping to build up semiconductor expertise for the future in the community around the Roseville site. The Bosch Community Fund has provided a $100,000 grant to the Sierra College Foundation for its Career Technical Education Support Fund. Roseville City Manager Dominick Casey recently announced the appointment of Ryan Harrigan as the new Roseville Fire Chief, following a highly competitive internal recruitment process. Harrigan will succeed Chief Rick Bartee who announced his intent to retire at the end of this year. Chief Bartee is set to retire after 43 years of distinguished and dedicated service as a fire professional, including nine years as the Fire Chief of Roseville. Harrigan currently serves as Assistant Fire Chief for the Roseville Fire Department and has over 23 years of emergency response and leadership experience. He will assume the role of Chief on November 30. “Ryan stood out for his institutional knowledge and demonstrated leadership as a Division Chief and Assistant Fire Chief,” Casey said. “With his vision, our community will continue to enjoy the strong tradition of service excellence and operational readiness that Roseville Fire provides every day.” As Chief, Harrigan will lead a department of 130 sworn and professional staff serving the Roseville community and regional partners. Serving then, serving now… In honor of Veterans Day, the City recently hosted a special internal “Cuisine & Conversation” with our Veteran City staff who served in the Air Force, Army, Army National Guard, Navy, Marines and U.S. Coast Guard. They continue to live a life of service today as your public servants here at the City of Roseville. Over 50 City staff gathered during lunch as our panel members shared their personal military journeys, defining experiences, lessons learned, memorable moments, advice for how to support our military veterans, and how their service carries over to their jobs and lives today. They spoke about teamwork, embracing diversity, overcoming fear, pushing yourself beyond what you thought capable, using the resources you have to accomplish the mission, the importance of commitment and camaraderie, and the traditions, pride and higher ideals of service that unite them in protecting and serving our country. “The most valuable resource is people and the team; establishing a rapport,” said James Kremko, Public Works Manager. “You learn other people are relying on you and you’re relying on them. You learn to embrace looking through someone else’s lens. That really changed the dynamic of who I am and how I led teams.” “Every job on the team matters to the success of the mission and our culture of service,” said Deputy City Manager Megan Scheid. “Whether you’re at the ‘tip of the spear’ interacting with the public like police, fire, code enforcement, childcare, transit, building permits, libraries, and passports, or you’re part of the support team like HR, payroll, or budget.” These types of events are an important part of our City culture for fostering belonging and connection as a people-first organization and understanding the greater community we serve.
