A highlight of Arizona’s Digital Equity Mission: Arizona is committed to bridging the digital divide by ensuring universal broadband access through infrastructure investments, affordable plans, and inclusive digital skills training. Arizona’s goal is to support seniors, tribal communities, rural residents, veterans, those with language barriers, and minority groups. The Governor, the Arizona Commerce Authority (ACA) and the State Broadband Office (Arizona Broadband Office) are dedicated to digital inclusion, coordinating the BEAD program with the State Digital Equity Plan to achieve these goals. This week’s BEAD updates include the prequalification phase opening for Vermont on 11/5/2024. Why does BEAD (Broadband Equity, Access, and Deployment) matter? Dale Carnegie compared a communicator’s nervous energy to the “difference between a race horse and a plough horse.” Without enthusiasm, it is difficult to win our listeners attention and our message might be lost. When evaluating BEAD grant applications, key criteria include: • Total Funding Required: Higher points for using less BEAD money per location and contributing more of the applicant’s funds. • Affordability: Points for providing 1Gbps/1Gbps symmetrical service at prices below the FCC urban rate survey for the area. • Speed to Deployment: Projects that can be implemented quickly receive higher scores. • Local Coordination: Enhances the project’s relevance and effectiveness through collaboration with entities and stakeholders. • Community Impact: Consideration of potential positive effects such as improved connectivity and economic benefits. • Job Creation: Extra points for projects that create job opportunities and demonstrate a commitment to fair labor practices and workforce development. • Open Access Networks: Favoring proposals that support infrastructure use by multiple service providers to increase competition and service quality.
