About us

BUILD is a national initiative that supports state leaders across the early childhood spectrum—adults dedicated to family support and engagement, early learning, health, mental health, nutrition, and more. BUILD brings these leaders together to promote opportunities for all children from birth through age five to start school healthy and prepared for success. BUILD partners with state-based organizations, early childhood innovators, business leaders, government offices and others to build early childhood systems by connecting programs and services for young children that may have functioned in isolation, at cross-purposes, or without the sufficient resources to meet critical needs. Why It Matters With increasing evidence from brain science, we know that the first five years of life set the foundation for all future growth and development, yet our society currently invests the least in this age group. Investments in early childhood improve health, school readiness, and ultimately, the ability to be part of an educated workforce, which is critical for our future prosperity. Creating effective early childhood systems in states and communities is the only way to ensure the healthy growth and development of each and every child. Racial disparities, inequities, and more generalized underinvestment begin in these earliest years of life and have profound impacts. We are committed to helping states and communities develop services, supports, and public policies that can ensure the healthy growth and development of each and every child. A State-Based Approach BUILD’s partner states have built critical infrastructure and made advances in early learning, family support and engagement, early intervention for children with special needs and in health, mental health and nutritional services. We partner with public and private sector systems leaders as they establish state policy, provide services, and build their advocacy efforts for children from birth to age five.

  • Ensuring pregnant families and those with infants and toddlers can thrive is a critical national goal requiring significant investment if it is to be met. However, families with young children, starting from the prenatal stage, often face numerous challenges. These include a lack of paid leave, inadequate housing and financial resources, and limited awareness of the often insufficient support programs, such as home visiting, child care, and early intervention services. Additionally, navigating the application process for these essential services can be difficult. To better support families with young children, the prenatal-to-age-three (PN-3) system needs to be more cohesive and adopt a holistic, user-friendly approach. The first webinar of the Whole Child, Whole Family, Whole System Webinar Series will engage attendees in a robust discussion about what a whole system approach is and how it can benefit pregnant individuals and families with young children. Adopting a whole system approach means integrating what may be seen as separate sectors into a more expansive early childhood system. This approach ensures that pregnant individuals and families with young children are met where they are, with dignity and respect. It also emphasizes centering family voices, actively reducing language and racial inequities, collaborating with leaders across sectors, building leadership capacity, utilizing data to plan strategic interventions, and effectively measuring outcomes. Presenters in this kickoff webinar will share their experiences with whole system efforts, discussing the processes involved, the challenges they overcame, the outcomes achieved, and ongoing struggles.     ECIC's Child Care Innovation Fund was proud to administer the Regional Child Care Planning Coalitions, consisting of economic development and workforce development organizations, employers, municipalities, early childhood leaders, business owners, and families with young children who worked collaboratively to identify and address each region's child care needs. The Innovation Fund collaborated with the Michigan Department of Lifelong Education, Advancement, and Potential (MiLEAP), the Policy Equity Group, and the Regional Child Care Planning Coalitions to present How Michigan’s Economic and Workforce Development Organizations Would Solve the State’s Child Care Crisis, a report summarizing the Regional Coalitions’ findings and recommendations for the state.   • Did you know? Community-based doulas are one of 12 prenatal-to-3 policies that the evidence links to improvements in child and family outcomes. The 2024 Prenatal-to-3 State Policy Roadmap highlights states' progress in improving prenatal-to-3 care. As of October 1, 2024, six states have implemented key measures, including Medicaid coverage for doula services and support for doula training. This year, seven states added Medicaid coverage for community-based doulas, while three states launched financial support for this workforce.
