Taiwan's defense authorities are reporting another large PRC naval exercise in the region, this time -- unusually -- unannounced and unconfirmed publicly by Beijing. Even assuming Beijing warned the U.S. and others in secret, that public silence indicates that the PRC is less interested than before in avoiding regional instability and openly signaling its expanding military capabilities to others.
SIPRI just released an update to its gold-standard database of the top-100 arms producers in the world. The Aviation Industry Corporation of China (which we reported on earlier this year) ranks 8th in 2023.
The new PLA Information Support Force gets some high-level attention from Xi, who called for "efforts to facilitate innovation in the command modes and the transformation of combat methods." We expect AI to be a big part of this kind of transformation in coming years.

The (near-certain) fall of Miao Hua, the PLA's top political work official, is interesting for a couple reasons. First, political work in the PLA is not just propaganda, it is also essentially human resources work: making sure the PLA's personnel are content in and committed to their work. Seems there are bigger problems with that work than many thought. Second, this investigation comes in context of the PLA and senior Party officials repeatedly claiming in official media that the battle against corruption in the PLA had achieved an "overwhelming victory." Clearly that was less true than many hoped.
