Councilwoman Spector delivered exemplary constituent service for nearly 40 years and remains dedicated to her beloved Charm City. Thanks to ARPA funding, Brandon M. Scott and Baltimore City Recreation & Parks broke ground on a new pool in the Poppleton neighborhood yesterday. The $8.8M ARPA investment helped cover the design and construction.

The recent dedication of the Phyllis Gilmore Playground & Pavilion results from leaders valuing the connection between public safety and recreational open spaces. Ms. Gilmore always champions her community, youth, public safety, and recreational facilities, and she recognizes how partnerships will elevate her community. Sgt. Over the last two years, Baltimore City Recreation & Parks has been very active in upgrading playgrounds throughout the city. This stems from Mayor Brandon Scott's allocation of $41 million from the American Rescue Plan Act (ARPA) for public spaces and parks, of which $5.5 million was earmarked for upgrading playgrounds. Some of these playgrounds had not been updated in decades so this is a generational investment in Baltimore's youth. Today, we spotlight Briscoe Park's recent renovation and re-opening, including a playground and basketball court. The neighborhood's kids pitched in with a clean-up initiative, which underscores the civic-community collaboration. The result is a true renaissance for Briscoe Park. Parks are great open spaces to unite different people and celebrate as one community. One of Baltimore's most iconic parks, Patterson Park, is the site of a 25-year Halloween tradition in Baltimore. Before joining Baltimore City Recreation & Parks, our Chief of Community Engagement Tim Almaguer, worked with our Friends of Patterson Park community-based organization.
