Restocking and Overstocking become a problem when off take data analysis is not done properly. Also, such a situation normally happens in case of seasonal items due to a spike in demand and inadequate demand forecasting (YOY sales trend) leads to fluctuations in supply from the vendor. A proper and well timed sales data analysis keeping in view the delta(plus or minus) in the item demand from the vendor can eradicate this problem very prominently.
