Define safety expectations in extremely clear terms at the planning stage of the project itself. Hold exclusive pre-contract award safety meetings (absolutely no discussion on project) with contractors. Get contractor's project manager & your project manager(PM) to meet in front of the directors so that PMs know what commitments were made in those meetings. Get a firm commitment from the C&MD of the contractor that they will always be accessible for safety concerns of yours.
