Data privacy training should be provided prior to handling client personal data, ideally during on-boarding. Create a monitoring process for new regulations, conduct a gap analysis (current process vs new regulation) and publish a bulletin with recommended actions for relevant units to take. Discuss/gain acceptance and track to completion. Create an annual training plan which incorporates developments in data privacy legislation, best practices, industry standards over the past year.

Culture (data privacy or any other aspect) is a top-down and bottom-up exercise. You need to set a good example all the time, or culture can instantly crumble around you. If you want a strong security component in your culture, your senior leaders need to lead by example, and incentivize good behaviors exhibited by staff. Once those senior people lead-top down, junior people see the value of culture compliance because they receive the incentives for positive culture behaviors. They want to continue to receive benefits and ultimately force the issue with their teams to create procedures that further reinforce good privacy (and other) behaviors.
