I strongly recommend to work on the SLAs during the contract negotiation with utmost precision. You can't change for another vendor easily - so you have to make sure in the first place that your partner is willing to reach your desired goals. Once I had inherited a legally binding agreement which hadn't defined an end to the probation time. What fun it was that even after two years the vendor didn't agree that they have to stick to the service level outlined in the contract...
