Sometimes that means you don't have all the answers. If that is the case, say so. Just as important though is to speak in actions and not platitudes. Share what you/organization are doing. Not just what you are "committed to do." The more direct, honest, and candid you can be, the better.

To me, that indicates you've got the wrong messages. A key to message development is understanding your audience and then developing your strategy for addressing them, especially in persuasive speech. If you've done that due diligence, who your audience is, what they already know, what they might assume even if it's inaccurate, you go out prepared.
