The software that should be used for packaging development, in my opinion and to work professionally, must be the leading software that manages the standards of the profession, since it will be necessary to share and exchange files with suppliers, manufacturers and ultimately with the entire chain.
I DO NOT ever recommend using little-known, free software or software that does not use market standards, this will generate problems throughout the process and can easily end the success of the project.

In my experience as a designer and packaging engineer, software choice depends of what kind of packaging is going to be designed. For paperboard cartons and corrugated fiberboard there is a specialized program that has compatibility with vector apps. For plastic bottles, containers and metal cans for example, a 3D or CAD software are the best options in therms of shape. Finally for flexible packaging a vector software is a good option.
