In my experience, I am hoping you are starting with one source of truth for your end user. Plus, these key points are also a must. *Are your key stakeholders represented in the projected to be a voice. *Are you asking your end user to review the material that must be executed in the end. Can they execute on it? Does it make sense to them? (Too many times the project team is at a too high level and don't take the documentation to a level to a point where operations can appropriately operationalize it) *Manage changes in groups to try to minimize the amount. We don't want staff to feel like it is happening every day. They have too much to juggle already. Weigh what is immediate and what can wait.

Content changes are not good in a well laid out project..however,with agile content changes are acceptable if initiated by client... Again it is subjective and project specific. Core is how much cost is put on client and is client accepting or approving it.... Is content change good or must have..
