When advocating for the recognition of Indigenous peoples' cultural rights during the listing of the Okavango Delta as World Heritage Site, we focused a lot on getting the State to understand the difference between management and governance. Management involves implementing decisions that you were never party to when they were made, while governance is having a seat at the table where decisions are made. The concept of governance is therefore the ideal one: engaging the community from the onset. No decisions should be made without involving the community. That gives them a sense of ownership of all projects. Most importantly, the community knows better when it comes to issues affecting them, and what could be done to solve them.

An example of a possible solution is the Donor Impact Bond model structured around outcomes based financing. A philanthropist agrees to make a donation to an org to achieve a specific outcome. If the impact is achieved then the government pays the philanthropist back. The government then agrees to implement this across other similar projects. This way taxpayers money is used efficiently and the risk is borne by the philanthropist. It’s a great catalytic role for philanthropy to pay; to take on risks that govt can’t.

Create specific criteria to ensure you partner with organizations who share your vision and mission to serve the underserved). Critical here is to partner with organizations whose management and staff reflect the populations they are supporting, and that co-create solutions hand in hand with the individuals and communities they are supporting. Work with your partners from the outset to think through how the solution you are funding can have impact at scale in a way that is financially viable. Beyond funding, support capacity building of the organizations you are partnering with to ensure sustained impact over time.
