I will back this up as #1. In my decades as architect & developer, I will say my boss usually leaves it up to me. But, if they do have a conflicting idea, it's likely because of some pressure/constraint they have. Understanding is key - listen first.

Try to first understand things from your boss's point of view , because he/she may have experienced this situation before. And even after you think your idea is more effective then try to explain them.
