I want to say that it's not just about safety but any process or task that exceeds designated time is wasting time. So to prevent time wasting during implementation of safety routines, have designated time for each routine documented in your HSE plan and let responsible persons stick to it. Eg 10min for toolbox and must start 7.00am. JHA must not exceed 20min. Training session must not exceed 1hr and must be Mondays 12 to 1pm etc In this way responsible persons will prepare in advance not to exceed allotted time. This worked for me in the past. My PM complained I waste time on training. I complained about it to my Manager. A formal approved time was allotted for training. From then he stopped seeing training time as waste but as HSE time

People will initially have the perspective that some of these new processes are wasting time. This is where the work of establishing a culture of safety will be critical. Conduct safety review and impact investigation. Include on the team several reps of the workforce that are impacted by the measures and slow downs. Compromise is key because once the workforce believes a safety measure is a slow down or waste, their buy in goes out the window and short cuts start to develope. For items that can't be changed make sure the workforce understands why it's being done and why it's needed (don't say because of corporate).
