This is a nice, concise breakdown of the hinderance to adding heritage to planning efforts. Most end-users desire a community built upon history and shared interests while developers require a profitable return on investment which could be in direct opposition of community needs. I personally believe a community becomes a better environment when the soul of the neighborhood is established and celebrated - people spend money where the want to be.
