For a study we were doing across 30 countries, we provided a base cost plus an additional cost which local teams could use in case they needed customizations. The different team leads should not lead from a distance but must be onsite especially when it has to do with physical assembling and construction projects. Some team member can then be checked on time instead of having to wait till (e.g especially in concrete works, etc) there is a buckling over or a collapse. Personal initiative should not come in, rather already lead down and agreed process should be followed to the end. This eliminates or at least reduces scope creep.

PMBOK and BABOK have exhaustive Change Management frameworks but when you are in the service industry and 1 client has a big share of your overall revenue, this is not practical at least in the beginning of the exercise. This happens because: a) There is not enough time given for developers to understand and estimate and they are under pressure to submit something before the planning deadline. b) requirements evolve as multiple stakeholders want to be heard c) Client expects the best of both Agile and Waterfall worlds: they want a complete sprint-wise plan and will expect agility as requirements change. Worse if there are platform dependencies, Project management team has to replan every time there is a deviation in deliverables.
