Some resistance can come from the nature of the feedback. It has to be based on facts and actions, otherwise the person could feel attacked. It is also important that the person that receives the feedback understand the reasons ans the objectives of that exercise. For the manager providing the feedback, it is important to understand that it does not matter how you believe you are saying, it is on the person who receives the feedback, how they perceive it. It is necessary to understand the person to have a productive feedback exercise. Last but not least, the feedback has to be constructive and perceived as given in good faith to be welcome by the receiver.
