DoD Cyber Service Academy
The DoD Cyber Service Academy (DoD CSA) (formerly the DoD Cyber Scholarship Program) is both a scholarship program for the DoD, and a capacity building tool for the nation. The program is a result of commitment from DoD and Congress to support higher education as a means to prepare the DoD workforce to deal with threats against the Department’s critical information system and networks.
Cyber Information Technology Exchange Program
CITEP provides a unique opportunity for DoD Components and private sector organizations to share best practices, gain a better understanding of cross-sector information technology operations and challenges, and partner to address these challenges. In addition, CITEP can be used to enhance the Information Technology (IT) and Cybersecurity (IT/Cybersecurity) competencies and technical skills of employees from the DoD civilian information technology workforce and their peers from the private sector.
Cyber Workforce Rotational Program
The Cyber Workforce Rotational Program (CWRP) pilot is a customized program, available to civilian employees (GS-11 to GS-15 or equivalent) aligned to DoD Cyber Workforce (DCWF) roles within DoD Components. The CWRP’s purpose is to broaden and enhance the DoD workforce’s cyber skills through structured rotational experiences within the larger cyber community. The CWRP is the first dedicated enterprise-level DoD cyber program investing in the development of DoD personnel through structured rotational assignments.
Cyber Excepted Service
The DoD Cyber Excepted Service (CES) is an enterprise-wide approach for managing civilian cyber professionals across DoD. CES is aligned to both Title 10 and Title 5 provisions in that it offers flexibilities for the recruitment, retention, and development of cyber professionals. Section 1599f of Title 10, Chapter 81, U.S.C. authorized the Department of Defense (DoD) to establish the Cyber Excepted Service (CES) personnel system as an Enterprise-wide approach for managing civilian cyber professionals.
Defense Cyber Workforce Framework
The DoD Cyber Workforce Framework establishes the DoD’s authoritative lexicon based on the work an individual is performing, not their position titles, occupational series, or designator.The DCWF describes the work performed by the full spectrum of the cyber workforce as defined in DoD Directive (DoDD) 8140.01. The DCWF leverages the original National Initiative for Cybersecurity Education (NICE) Cybersecurity Workforce Framework (NCWF) and the DoD Joint Cyberspace Training and Certification Standards (JCT&CS).
Interagency Details
A detail is a temporary assignment of an employee to a different position for a specified period, with the employee returning to regular duties at the end of the detail. Solely for the purpose of this policy “internal” details refer to those details within the Department, but across program lines.
