The ""Benemérita Cuerpo de Bomberos" is the Firefighters' Corps in charge of
the protection of Managua against blazes (and, probably, other natural
disasters). More than 50% of the inhabitants of Nicaragua live in the Managua
metropolitan area.
The earthquake that destroyed on 31 March 1931 most of the town of Managua
stressed the lack of a professional Firefighters' Corps, whose establishment
would be delayed for the next five years. On 18 April 1936, the blaze
subsequently known as "el incendio de las boticas" (The shops' blaze) destroyed
several pharmacies and drugstores located near the St. Michael Market. Dr.
Joaquín Vijil Lejarza, a famous lawyer trained in Chile, witnessed the blaze and
obtained from the President of the Republic, Juan Bautista Sacasa, the promise
to create a Firefighters' Corps. Scheduled for 22 April, the founding meeting
was postponed due to the coup led by General Anastasio Somoza García that caused
the exile of the President.
The new President, Carlos Brenes Jarquín, commissioned the State Minister Dr.
Jerónimo Ramírez Brown to found the Firefighters' Corps, with the help of
Commandant Juan Antonio Guizado, Head of the Panamá Firefighter's Corps. Ramírez
Brown, Guizado and José Frixione, President of the Executive Council of the
National District (the administrative name of Managua at the time), met on 13
September 1936 in Managua, officially signing on 15 September 1936 the Act of
Foundation of the Managua Firefighter's Corps.
On 23 July 1946, a Decree of the Executive awarded to the Managua Firefighters'
Corps the title of "Benemérita de la Patria", therefore its current name of "Benemérita
Cuerpo de Bomberos".

The flag of the Managua Firefighters' Corps, as seen on a photo taken in
September 2007 during the celebration of the 71st anniversary of the Corps,
seems to be white with the emblem of the Corps in the middle. The flag has a
golden fringe.

The emblem of the Firefighter's Corps is flower-shaped, with, in the middle, a
white disk charged with firefighters' tools (ladder, helmet, pipes...),
surrounded by a yellow ring, outlined in red bearing the name of the Corps, "BENEMERITO
CUERPO DE BOMBEROS / MANAGUA", the tow parts of the writing separated by two
stars. The emblem is completed by white "petals", outlined in red, bearing the
Latin motto of the Firefighters' Corps, "DISCIPLINA / HONOR / ABNEGACION" and
"NICARAGUA".

Assessment and Accreditation)), the highest body of Sistema Nacional para el
Aseguramiento de la Calidad de la Educaci�n (National System for Validation of
Education Quality), was established by Law No. 704, published on 12 September
2011 in the official gazette, No. 172.

Consejo Nacional de Universidades (CNU - National Council of Universities))
is prescribed by Title VIII of Law No. 89, "On Autonomy of Institutions of
Superior Education", promulgated on 5 April 1990 by the President of the
Republic and published on 20 April 1990 in the official gazette, No. 77.
Article 56.
CNU is a body of coordination and assessment of the universities
and centers of superior technical education. Its duties are listed in Article 58
of this Law.
Article 57.
CNU is composed of the rectors of the
universities; of a representative of the directors of the centers of superior
technical education, peer-elected; of the President of Uni�n Nacional de
Estudiantes de Nicaragua (National Union of Nicaragua Students); of the
Secretary General of Asociaci�n de Trabajadores Docentes (Association of
Educational Workers); and of the Secretary General of Sindicato de Trabajadores
Universitarios (Union of University Workers). The Minister of Education can be
invited to the Council, with a voice but no right of vote.
The main
duties of CNU are the definition and coordination of the national policy of
superior education; recommendation on funds allocation, on courses opening or
closing; and authorization of establishment of new universities or centers of
superior technical education.

Direccion General del Sistema Penitenciario Nacional is
probably some kind of security governmental agency. It has a flag as seen at
www.migob.gob.ni.

A literal translation is "main directorate of the
national penitentiary system", so I think it is the kind of
agency which handles prisons.
