Like all councils we face the need to make significant savings to balance our budget in the medium term but the Council has a transformation programme in place to do just that. If the savings outlined are made, reserves will stay at sustainable levels. At Doncaster Chamber's Board meeting yesterday, we were pleased to be joined by Justin Homer from the Cities and Local Growth Unit (Gov) and Joseph Quinn of South Yorkshire Mayoral Combined Authority, for a discussion about the UK’s forthcoming Industrial Strategy. This included discussing the outcomes we'd like to see from a successful Industrial Strategy for business and for Doncaster. As I’ve mentioned before in these posts, the Chamber welcomes the fundamental idea of an Industrial Strategy — effectively serving as a business plan for the entire country towards which other policies, plans and initiatives can scaffold — yet we want to make sure that it’s the right strategy for both the here and now, and also for the future. Indeed, we believe it needs to take a long-term view (thinking about issues like AI and Net Zero), but not at the expense of those (sometimes unsexy) industries that are critical to our economy in the present day. In a conversation that spanned multiple different issues, we talked about how the strategy must be cross-departmental, the need for it to encourage more firms to export and internationalise, and how sometimes the best thing Government can do is actually get out of the way. Inevitably, the subject of workforce was also broached, with our directors articulating that the strategy must integrate with the UK’s education and skills system, otherwise the rest of its plans — however well intentioned — are likely to fail. I reflected on the fact that, at a recent skills workshop, someone had stated that there were something like 55x initiatives in Barnsley alone designed to connect people with work. Clutter like this gets in the way and so I hope that for every initiative triggered by the Industrial Strategy, that a dozen hit the cutting room floor. Our Board also stressed the importance of getting the mundane-but-still-crucial functions of Government right. For instance, many of us know from experience that the planning system has got to move a lot faster than it currently does and the same applies for the Land Registry. With employers having recently borne the brunt of Government’s contentious Autumn Budget, now is the time to get these things working as they should. In short, there’s a lot at stake here but also a lot of opportunity. It was a pleasure to talk all of this through with our NEDs, as well as Joseph and Justin. 🌟 Exciting Update: Hampshire's Economic Strategy 2025-27 🌟 Creating secure jobs, addressing the future needs of businesses, and tackling financial and social inequality are key priorities in Hampshire's new strategy for economic prosperity. Backed by the Hampshire Prosperity Partnership Board, which includes representatives from local government, education, and business, Hampshire County Council’s Cabinet has approved an update to the Economic Strategy for Hampshire for 2025-27. This update aligns with the latest national policies and sets the stage for developing a comprehensive Economy and Growth Plan for Hampshire. Councillor Nick Adams-King, County Council Leader and Chair of the Prosperity Partnership Board, emphasised the importance of inclusive economic growth: Cllr Adams-King said: “Our goal is not just to boost business success and profitability but to ensure that everyone benefits. We are committed to creating good jobs and providing the right training so that people have the skills they need for the future. We aim to narrow the gap between the least and most deprived communities across Hampshire.” This strategy outlines a collaborative approach to achieving these goals, focusing on creating a thriving local economy by securing national and international investments. Hampshire boasts a unique blend of dynamic business sectors, innovation, a highly skilled workforce, and excellent transport links by air, rail, road, and sea. 🚀 Cllr Adams-King added: “We are dedicated to working with businesses, training providers, and the education sector to develop the skills our workforce needs today and in the future. This includes supporting lifelong learning to ensure people are equipped with the skills they need for employment throughout their lives.” With the strategy update now approved, the Hampshire Prosperity Partnership will develop a detailed Hampshire Economy and Growth Plan. This plan will drive forward Hampshire’s economy, aligning with the Government’s ambition for a stronger economy and building on the transfer of the former Local Enterprise Partnership functions to Hampshire County Council, effective from 1 April 2024. It will complement other key strategies and plans, including Hampshire’s Local Transport Plan, Public Health Strategy, and Climate Change Framework. 🌍 Cllr Adams-King concluded: “Hampshire is poised to be a key driver of economic growth across the UK in the coming years. We have written to the Chancellor alongside London Councils, County Councils Network , District Councils' Network , Core Cities UK , Key Cities and Special Interest Group of Municipal Authorities (SIGOMA) . Our joint letter lays out the key challenges faced by local councils. We’re seeking immediate action to stabilise council finances and protect vital services. We‘re asking for additional funding to meet growing pressures in children’s and adult social care, special education needs and disabilities (SEND), home-to-school transport, and temporary accommodation. Funding reductions for councils would be disastrous. This is why, ahead of the Autumn Budget and Local Government Finance Settlement, we’re calling for measures to support and stabilise the sector’s finances in 2025/26.
