While the overall actions across multiple agencies resulted in an effective response. There are gaps in the Canadian maritime response regimes in dealing with complex maritime emergencies. The contract for CalMac to run ferries on Scotland's west coast has been extended by a year. It comes as ministers are considering a direct award to the Scottish government-owned operator without a competitive tendering process. A direct award is Transport Scotland's preferred option, rather than accepting bids from rival firms. The contract had been due to expire on 30 September, but it said an extra year would allow further "due diligence" work to take place. The move comes after a long period of problems on the CalMac network. The firm has struggled to maintain services with an ageing and increasingly unreliable fleet which it leases from another government-owned agency CMAL. There have been delays to repairs to the main Arran ferry, cancellation of services to South Uist and islanders on Mull have also faced frequent disruption. The simple answer is yes and no. In principle the 70 percent of addressable owners that own less than 15 vessels globally very often do not have the knowledge, infrastructure or funds to invest in digital transformation right now. However, size also here doesnt necessarily matter as it makes evaluation and decision processes quite often very slow. A small or medium size company where C Level understands the necessity and opportunities arising from allocation of resources can nimbly verify, adapt and implement quickly and as such gain competitive advantage. Probably human resources have to be brought in or outsourced but such service providers are emerging in both the mature service provider and startup world constantly. It is just about to get going and set small, measurable and also achievable targets to justify the efforts.

Scottish firms win in first UK Export Finance deal for oil and gas decommissioning UK Export Finance (UKEF) has closed its first ever transaction supporting overseas oil and gas decommissioning, securing finance for a major contract which benefits over 70 Scottish firms.  The export credit agency has issued a $7.5 million guarantee which allows Brazilian contractor Ocyan to secure financing from ABC International Bank plc for new equipment from Scottish business Maritime Developments Limited Ltd (MDL).  Based in Aberdeen, MDL is a specialist in subsea pipelaying which provides consultancy, equipment and personnel to the energy sector. It won the 2022 Queen’s Award for Enterprise in the International Trade category. Supported by early-stage discussions with UKEF, Ocyan ordered MDL equipment in 2022 so that it could deliver a decommissioning contract in Brazil. Ocyan has since used the Scottish company’s Wheeled Horizontal Lay System technology to remove hundreds of kilometres of subsea cables and pipes from defunct FPSO oil and gas rigs in Brazilian waters. Ports in the UK are being urged to enhance the collection of data concerning near-misses and incidents for improved analysis. This comes from the Port Skills and Safety (PSS). Following a successful pilot project exploring AI's potential in root cause analysis, PSS found the current data quality insufficient for in-depth examination. Collaborating with member Comet, they assessed data from five ports, identifying common root causes across the sector. While certain areas, like container handling and vehicle operations, showed safety improvements, brief incident reports hindered comprehensive analysis. PSS plans to expand participation among ports to enrich data quality, enabling AI to better identify safety risks and aid in effective mitigation strategies. ☝ Another interesting Shipping Number Of the Week (SNOW), straight from my colleagues' desk at BIMCO. 🧐 "Even if recycling in each of the coming three years matches the highest ever annual recycling volume of 3.8m DWT, a maximum of 12m DWT would be recycled before the end of 2027. In comparison, the order book (note: for product tankers) suggests a delivery of 35.3m DWT before then, resulting in a fleet expansion of 23.3m DWT (12.5%) between now and the end of 2027." It shows how much should be invested already now in developing real HKC compliant capacity, in order to ensure the world fleet, which is growing and aging, can be recycled in a safe and environmentally sound manner in the future. Compliant real capacity does not just magically appear overnight, unless you are listing theoretical capacity🤔? Interesting figures coming out of DNV’s Alternative Fuels Insights (AFI) database. Although September was a slow month – only 17 alternative fuelled vessels ordered – a broader view reveals some interesting and encouraging trends. As the third quarter comes to a close, we have now registered a total of 370 new orders for alternative fuelled vessels in 2024, representing growth of 24% compared to the first three quarters of 2023 While methanol accounted for the largest share of new orders in the first half of the year, LNG is now the headline story, surging back with 117 new orders in Q3 to account for 60% of the total figure. The container segment continues to be the main driver of growth in the alternative fuelled fleet, accounting for around two-thirds of all new orders in the third quarter. Gas tankers (26 vessels) and car carriers (13 vessels) accounted for most of the remainder. #AFI #newbuilds #decarbonisation --------------------------------------------------------

🚢 𝗠𝗼𝘃𝗶𝗻𝗴 𝗶𝗻𝘁𝗼 𝗮 𝗡𝗲𝘄 𝗘𝗿𝗮 – 𝗦𝗵𝗶𝗽𝗽𝗶𝗻𝗴 𝗨𝗞 𝟮𝟬𝟮𝟰 🚢 Gardline colleagues Rory McNally and Steven Rick had the pleasure of attending the first ever Shipping UK conference in Westminster this week, organised by the UK Chamber of Shipping The groundbreaking event brought together stakeholders to discuss the future of the maritime industry with three underlying themes: ✅Decarbonisation of shipping ✅Vessel autonomy ✅Attracting new talent to the industry Louise Haigh MP delivered a keynote speech highlighting the government's commitment to decarbonising the shipping industry as part of the Maritime 2050 initiative but emphasized the ongoing challenges surrounding future fuels. Vessel autonomy was a hot topic. No doubt remote and autonomous operations will attract younger talent, albeit decades into the future. More pressingly, the UK industry needs 2,000 cadets annually, but current levels are only half that. At Gardline, we are committed to addressing these challenges head-on. We have already made strides in enhancing connectivity offshore, and we are dedicated to being involved in collaborative efforts to drive solutions within the industry. UK port owners warn infrastructure improvement delays threaten renewables shift The UK’s transition to renewable energy risks being held back by the lack of progress in infrastructure improvements due to the marine environment regulator’s “unreasonable delays” in approvals, port leaders have warned. Port owners have criticised staffing numbers at the Marine Management Organisation that they say have left them waiting years for it to approve so-called harbour orders, which are required for certain infrastructure developments. The Marine Management Organisation, however, blames a flood of applications before its fees tripled between 2022 and 2023, which have piled pressure on resource levels that are now under review. Day 208 of the Red Sea crisis – and other news. Yesterday a vessel in the Arabian Sea east of the entrance to the Gulf of Aden reported an explosion in close proximity to the vessel. Then this morning the UKMTO reported an incident in the Bab al-Mandeb Strait but no details as to what the incident was. US forces shot down a drone over land in Yemen. The Panama Canal will undertake work to create a water reservoir to safeguard water levels in the future and avoid the problems we have seen due to the recent drought. The expansion is expected to be completed in 6 years. 20 vessels are reported as waiting outside Port Klang which has now also become congested. In essence it looks like a game of whack-a-mole in the major Asian ports where congestion shifts vessels to other ports, in turn spreading the joy of congestion. Port workers are on strike for 48 hours in Hamburg and 24 hours in Bremerhaven. TS Lines became yet another niche carrier to launch a Transpacific service with small tonnage in what has become a familiar pattern when freight rates become very high. Such services from smaller carriers with smaller tonnage is a clear indication that the market actually work as you would expect if there is a low barrier of entry for new competitors. When there is a capacity shortage prices for a limited resouce increase. If prices reach a level where you can insert higher cost capacity profitably, then this is what you should do – and this is indeed what happens. It is also an arbitrage where vessels become redeployed away from lower paying trades and into higher paying trades. This in turn creates a negative price pressure on the high paying trades and a positive price pressure on the low paying trades. Note that “negative price pressure” in this context does not necessarily mean that prices drop, but could also be that they increase at a lower pace than they otherwise would have without the added capacity injection. It also very clearly illustrates that the only reason that the deep-sea trades in normal times do not have more niche competitors is that it is quite simply not profitable to offer such services when rate levels are normal. https://lnkd.in/dZBDjK2B

Sinking of Derbyshire 🚢 ▶️ September 2024 44 years since Derbyshire was lost at sea redefining safety of bulk carriers. The vessel is the biggest British-registered merchant ship ever to have been lost at sea and one of the few incidents where there was no distress call, no survivors, and no wreckage for many years. ▶️ Accident details: Type of accident: Sinking Vessel(s) involved: Derbyshire (ore-bulk-oil carrier) Date: 9 September 1980 Place: South China Sea Fatalities: 44 Pollution: No ▶️ Fatalities None of the 44 people onboard, including 42 crew members and two officers’ wives, were ever found and they are all considered perished in the disaster. ▶️ Probable causes ✳️ The cause of the sinking was only established 20 years after the tragedy. ✳️ The lack of wreckage or survivors initially impeded a formal investigation by the British government. ✳️ Typhoon Orchid was established as the official cause of the sinking. ✳️ Investigation into the causes of the accident, as well as two separate incidents of deck plating (frame 65) cracking in two of Derbyshire’s sister ships which unveiled flaws in design modifications. ✳️ Initial investigation outcome in 1998 was that the ship sank because the lid to a store hatch on the fore deck had been left unsecured, thus attributing the incident to crew negligence. ✳️ The official cause was announced in 2000 and was traced in design flaws, noting that rough seas damaged the vessel’s deck fittings and hatch covers, subsequently leading to the chain locker, forecastle and then the cargo holds being flooded one by one, sinking the ship in less than two minutes. ✳️ Due to the use of a flushed deck, rather than the fitting of a more conventional forecastle, the mountainous waves caused by Typhoon Orchid were allowed to sheer off the covers of small ventilation pipes near the bow. ✳️ The sea started damaging the first hatch cover, which was not designed to withstand such conditions and flooded, opening the way for the others to flood too and eventually sinking the ship. ✳️ There was neither evidence that crew was responsible for leaving hatch covers open nor that the deck plating was flawed. ▶️ Lessons learned ✳️ Only four years old ship, piloted by an experienced captain, built by a British shipyard and classed A1 by a top classification society. ✳️ The redefined bulk carrier safety, especially if we consider that about 17 bulk carriers were lost in the same year. ✳️ Between 1980 and 1994, a total of 149 bulk carriers were lost with a total of 1,144 lives which highlighted serious concerns concerning bulk carrier safety design. ✳️ New design standards being implemented, including the strengthening of hatch covers on all existing cargo ships and newbuildings, also triggered a research programme to investigate minimum strength requirements for ventilators and air pipes.
