Nexfibre Calls for Changes to Protect UK Fibre Broadband Market Network builder nexfibre, which is being supported by UK ISP Virgin Media (O2), has today warned that the progress on rolling out gigabit full fibre (FTTP) broadband networks across the UK remains “fragile” and it wants Ofcom to take “decisive action” to prevent the “mistakes of the past” (i.e. Openreach domination) from being “repeated“. So far Nexfibre has covered over 1 million premises across the UK with their new network and they’re currently in the process of investing another £1bn during 2024, which should enable them to cover an additional 1 million premises. Our CEO Rajiv Datta spoke at ISPA UK’s Business Summit alongside Andrew Kernahan, Ana Baide, Richard Allwood, Tim Creswick and Wil Wadsworth on the evolution of the fibre market. UK connectivity is at a crossroads. Though the emergence of altnets has injected much-needed competition into the market, historical underinvestment means the UK lags behind other developed economies on full-fibre broadband. Interesting numbers published by the INCA - Independent Networks Co-operative Association showing that altnet providers passed 12.9 million premises with fibre, compared to the 12.8 passed by Openreach by the end of 2023. From an altnet perspective there is still plenty of work to do with penetration, which sees them connect half that of Openreach, but it is refreshing to see altnets taking on the incumbents. FIBRE FRIDAYS The UK telecoms regulator, Ofcom, announced significant improvements to their spectrum sharing framework. These changes aim to boost the availability of spectrum, enhancing the performance and business models for 4G, 5G, wireless broadband, and mobile services. First introduced in 2019, the spectrum sharing framework has facilitated the creation of numerous smaller mobile and fixed wireless broadband networks, providing local coverage for industrial, farming, and residential connectivity. Over 1,500 licences have been issued, with growing interest worldwide. Key Enhancements in Ofcom’s Spectrum Sharing Framework for 2024: Improving Spectrum Supply: - Reducing separation distances between users in the 3.8-4.2 GHz band. - Updating coordination with UK Broadband and new Building Entry Loss assumptions to enhance spectrum access. - Allowing users to include antenna details in the coordination process to support more sharing and facilitate local agreements. Liberalising Sharing Rules: - Increasing the maximum power limit for the ‘Low Power’ product in the 3.8-4.2 GHz band by 3 dB for wider coverage and easier deployment. - Removing the requirement to maintain records for mobile terminals connected to Low Power indoor base stations in the 3.8-4.2 GHz band, enabling more ‘neutral host’ solutions. - Making more spectrum available by adding the 2320-2340 MHz band for - Low Power indoor use, following provisional agreements with the Ministry of Defence to protect its uses. Increasing Responsiveness and Predictability: - Introducing a ‘premises sterilisation test’ to streamline decisions for exception requests in the 3.8-4.2 GHz and 1800 MHz bands. - Publishing new spectrum availability maps to assist users in making informed applications. - Working with a spectrum management system supplier to support online applications for Shared Access licences later this year. Ofcom aims to implement the majority of these changes by Q4 2024. In a recent NRTC webinar, panelists discussed some possible pitfalls to the BEAD application process that could emerge for rural electrics and telcos in some states.
