Fair Game UK's conference on Tuesday was full of thought-provoking sessions and a great opportunity to meet and mix with a wide range of football people concerned about the future governance and financial sustainability of the beautiful game. Particular highlights for me were: ⚽ Hearing from interim COO of the Independent Football Regulator Martyn Henderson talk about what his organisation will and, as importantly, won't, have powers to do once established under the Football Governance Bill going through parliament ⚽ CEO Niall Couper's impassioned exposition of the eight key issues Fair Game UK believe still need to be addressed under the Bill - with support from Fair Game's legal expert Simon Orriss of Mills & Reeve. ⚽ Presentations by Aaryaman Banerji of the Civitas Think Tank, and Dr Mark Middling and Dr Lisa J. Ferguson of Northumbria University on the need for better governance and ownership models in English professional football. ⚽ Being able to hold AFC Wimbledon's official replica of the FA Cup trophy their predecessor club won in 1988 beating Liverpool Football Club 1-0 at Wembley - a game I went to as a Liverpool fan. ⚽ Seeing the amazing ground and facilities AFC Wimbledon have built at the old Plough Lane site, developed and financed primarily by their fans as one of the very few community owned clubs in the English men's league pyramid. ⚽ Representing LCP at the conference, along with colleagues John Parnis England and Ashley Mould, and our friend and associate, EDI expert Buki Mosaku - and discussing with many conference attendees how we can use our expertise to support better football finance and governance. Since last summer, Leeds United has been under the ownership of 49ers Enterprises, the investment arm of the San Francisco 49ers, following a £170 million takeover. Red Bull, a pioneer in the multiclub ownership model with teams in RB Leipzig, FC Red Bull Salzburg, and New York Red Bulls, continues to expand its footprint in the football world. Despite this new partnership, Leeds United has confirmed that there will be no change to the club's name. "Leeds will never be the Leeds Red Bulls. It was very encouraging to see the comments made by Sir Keir Starmer earlier today, ruling out the imposition of a 10% levy on Premier League transfers, as part of a reshaped Football Governance Bill. There has been a lot of speculation in recent weeks that a Labour government will look to rework the Bill in the party’s own political image, should they take power next month. Whilst it is simply in the nature of party politics that any new government look to reset prospective legislation to align with their own values, it would be churlish to undertake a full root-and-branch review of the Bill – which contains several points of positivity – for the purpose of political point-scoring. The comments made by Thangam Debonnaire, Shadow Secretary of State for Culture, Media and Sport, that a Labour government would “look at everything”, including the blanket transfer levy proposed in the Fan-Led Review (published 2021), were poorly considered and implied the creation of three-year setback. In specific relation to a levy on transfers, a policy such as this would risk putting the Premier League at a competitive disadvantage to its European competitors. In addition, as I have previously argued in my work for Civitas, a blanket 10% levy of any kind would be excessively discriminatory on clubs that lack the financial opulence of those towards the Premier League’s summit. Applying a levy of the same weight on, for example AFC Bournemouth - that recorded a revenue of £141milion in the year ending 2023- and Manchester City, whose revenue was in excess of £700million in the same year, would disproportionality effect the former, and risk further expanding the increasingly unsustainable competitive balance problems in the league. Whilst funding streams do need to be found to help rebalance the issues of financial distribution between the Premier League and EFL, they must come from more sustainable sources than a transfer levy, and should be staggered in nature. The central investigation into Manchester City has begun. The accusation revolves around the breach of Financial Fair Play regulations at a domestic level, with the Club facing over 100 charges spanning from 2009 to 2023.
