Careless speech is a new type of harm created by large language models (LLM) that poses cumulative, long-term risks to science, education and shared social truth in democratic societies. LLMs produce responses that are plausible, helpful and confident, but that contain factual inaccuracies, misleading references and biased information. Honored to have contributed to the House of Lords report on the Future of News. I share their concern about the emerging two-tier media system. The media industry must take the lead if it is to be overcome, but I am glad the Committee highlights my observation on the role of policy, which in the UK has been characterized more by inaction than by action - recent governments have essentially ignored the Cairncross report recommendations and shrunk the BBC. Open question if the new government will be the first in decades to actually prioritize media policy, or whether they will stick to the occasional op-ed and speechifying. https://lnkd.in/eyQU5jaF

AI is developing very quickly, which means the governance around its use will have to be ready to change as gaps occur. That emerges as the key message of a report published just before Parliament ended from the Science, Innovation and Technology Committee. One disturbing detail is the suggestion that the AI Safety Institute - a key feature of the existing governance arrangements - has not been able to get access to some developers’ models to carry out pre-deployment safety testing. Some interesting research from the Ada Lovelace Institute indicating that local authorities need clear and comprehensive guidance in procuring AI systems that work for the public good. It's not a big surprise, given that public authorities are still getting to grips with the possibilities and pitfalls for AI, and the market is developing so fast that nobody has a completely clear picture. But the institute has highlighted that, with many public leaders and politicians pressing the case for greater use of AI, local authorities need as clear a view as possible of the pros and cons of systems they procure.
