Labour has only been in power for a week, and we can already expect a consultation on the new NPPF this month. They’re off to a promising start; let’s hope things only get better! Like many, I’m eager to see how the new NPPF will define Grey Belt land. The existing NPPF already allows, to an extent, the redevelopment of previously developed land in the Green Belt (subject to impact). Therefore, the new NPPF will need to go above and beyond to classify low quality sites as Grey Belt such as the existing previously developed land exclusions; agricultural/forestry buildings, quarries, wasteland, and land previously developed but now blended into the landscape. Regarding the 'Golden Rules' associated with Grey Belt sites and the 50% affordable housing requirement, I fear this level of affordable provision will make many of these Grey Belt sites financially unviable, potentially hindering the development of new homes. I am currently advising clients on various Grey Belt and Green Belt sites that can deliver much-needed new homes and commercial space. How would you feel about giving away £7,000? Here DFL-UK this we we did just that, well I dont wish to point fingers but 👉 Ryan Carroll and our Light Impact and Planning team did just that. Why would I share this... because I feel it's important that I share the DFL ethos when it comes to working with our clients. We don't do things as they are easy. Our client came to us with a stringent planning conditions that were written in a way that would lead significant monitoring and assessment pre and post survey. With no outputs for the data or rationale as to what the data was there to demonstrate. We engaged with the client, assisted them in the proposed rewording of the condition. Written in such a way for a better placed impact assessment and strategy to be written and allow a framework for the lighting within the scheme to be delivered. Leading to a 70% saving on the revised fees for the client. How much did it cost our client to get to this point??? NOTHING! Because here at DFL we know the value in trust, so by showing our clients what we can do. 🚧 Challenges in Local Highways Maintenance 🛠️ The Department for Transport (DfT) highlights significant challenges in showing the economic benefits of local highways maintenance. Complex funding and reporting hinder the strategic assessment of infrastructure improvement. AtkinsRéalis notes the difficulty in demonstrating Value for Money (VfM) on a program level, despite high returns of up to £5 per £1 invested. Current tools and guidance complicate quantifying and communicating these benefits. The report shows VfM varies across regions and assets, making national assessments tough. Treating road network assets individually is crucial, but comparing schemes relative to their non-intervention impacts remains challenging. Rees Jeffreys Road Fund is launching a new grant scheme to help address significant skills gaps in the highways and transport sector. Ready for the Future grants are intended to support existing highways or transport professionals to acquire skills that will be necessary for highways in the future. Support is available to around five highways or transport professionals each year, with grants to grow or acquire skills currently in short supply or under-developed in the sector.   The grants are aimed at excellent candidates who would not normally be able to afford to study or have study funded by their employer. Applicants can apply for a grant to cover the cost of course fees, up to the value of £10,000. There is no “prescribed” list of courses that could be funded, instead the Trustees are interested in applicants explaining why their proposed course of study will have future impact and benefit for the highways and transport sector. The closing date for applications for a Ready for the Future grant is 5pm Friday 4th October 2024. Important Update on the North East Pickering Secondary Plan We're seeing some significant potential changes in the North East Pickering Secondary Plan. The Ministry of Municipal Affairs and Housing has requested removal of the land within the 2051 Urban Expansion Area that overlaps with the Minister’s Zoning Order 102/72 (Pickering Airport). This decision aims to prevent conflicts and ensure the urban expansion aligns with existing provincial plans and zoning orders​​.
