Fundraising Updates - Increase to Fundraising Levy, and Report on Subcontracting Fundraising Increase to Fundraising Levy: Following a consultation with the sector, the Fundraising Regulator has confirmed that it will be increasing its voluntary levy paid by charities by up to 50% over 2 years. Currently, charities which spend more than £100,000 per year on fundraising are included in the levy.  The largest charities (those who spend over £50m on fundraising, currently 53 charities) will be asked to pay £22,500 a year from September 2025, up from £15,000. Charities which pay £850,000 - £7.5m (339 charities) face a 30% increase, and those that pay £100,000 - £850,000 will pay a 20% increase (being the majority of charities – over 1600 charities). This is the first time the levy has been increased. The Chair of the Fundraising Regulator, Lord Toby Harris, has responded to feedback on the increases here: https://lnkd.in/eXK3Bq4T Fundraising Regulator Report: The Fundraising Regulator launched a formal market inquiry in October last year to investigate the use of subcontracting in face-to-face fundraising by charities and agencies, and has recently published its Report on its findings. The Report uses data from workshops, complaints, self-reporting and media reports concerning charities and subcontracted agencies.    The Report stresses that, ultimately, it is the charities which remain responsible for fundraising carried out in their name – they must, therefore, review and be comfortable with the actions of all third parties used in the fundraising supply chain. As such, appropriate due diligence, reporting and oversight must be in place when charities are looking to engage subcontractors to fundraise on their behalf. Importantly, the way in which contractual relationships are managed is focused on, including the recommendation that charities must have explicit discussions as to whether subcontracting is permitted in the contract with the main agency (or expressly prohibited if not). Where subcontracting is permitted, the Regulator comments that both the charities and main agencies must ensure that any subcontracted services are provided to a standard that is no less than that agreed in the primary contract. Part of this will be for charities to ensure that those who fundraise on their behalf are well-trained, and that remuneration is given that reflects the fundraisers’ skillsets & the charities’ values.  The Report is a useful insight into the Regulator's approach to fundraising, and the standards it expects charities and agencies to adhere to. It follows a number of recent stories which highlighted questionable (and at times dangerous) fundraising practices, often where charities had contracted out their fundraising practices. Supporting Local Economic Growth 🚀 Yesterday, Indro Mukerjee, CEO of Innovate UK, and Ben Houchen, Mayor of the Tees Valley, jointly launched the new Tees Valley Local Action Plan alongside Dean Cook, MBA, FRSB, Executive Director of Place at Innovate UK, Helen Kemp, Business and Skills Director, TVCA, Frank Millar, CEO CPI and Sophie Walton, Director of Strategic Partnerships at CPI, at the National Biologics Manufacturing Centre, CPI in Darlington. Co-created with the Tees Valley Combined Authority and local innovation leaders, the Local Action Plan supports businesses to drive innovation-led economic growth, boost productivity, and create sustainable, high-value jobs within the Tees Valley innovation ecosystem. It will support the region to unlock dynamic growth across innovation clusters in Net Zero, Digital, Bioscience and Manufacturing. By collaborating across the ecosystem, this Action Plan will also: 🤝 Strengthen and collaborate with local partners to maximise the impact of this Local Action Plan. 📈 Build alignment between national economic plans, local growth strategies, and the UK Government's ambitions. 🛠️ Utilise Innovate UK’s Products and Services to simplify the innovation ecosystem for local businesses. 🌐 Lead the creation of the world’s first net zero industrial cluster by 2040 and establish Tees Valley as a Smart Region by 2032. The new Blueprint for Change from Universities UK, notes that 'universities need to be embedded as key partners with Mayoral Combined Authorities (MCAs) and that local authorities and are well positioned to put themselves forward as critical partners in local growth plans' - citing Y-PERN as an example in Chapter 3 of the report.   Indeed, we are currently working with both South Yorkshire Mayoral Combined Authority and West Yorkshire Combined Authority on their local growth plans, aiming to transform lives and communities across the region. https://lnkd.in/eJF2U_y7

Bridging the gap In 2023, amid a cost of living crisis, #SmallButVital charities continued to bridge the gap in public services. We supported 706 small charities across England and Wales, awarding £20.5m funding in total, and commissioning 871 new development support projects to help charities overcome challenges and develop their capacity and services. We continued our work in 12 communities, bringing together local people, groups and organisations to design and deliver services that effectively meet the needs of local people. We also used our platform to influence the UK Government, responding to 11 government consultations and parliamentary inquiries, championing the expertise and experience of small charities and the people they serve and advocating for them to get the support they need.
