The Skills England report published last month illustrates the difficulty that officials and their advisors have with reconciling early 20th Century Fabian/Haldane planning mindsets with the 21st Century pace of change and the need to harness the full diversity of human talent, not just traditional filtering for memory and logic - "which any properly programmed computer can handle". The challenges of educating for an AI-driven world were identified over 40 years ago. See "Learning for Change", put on-line for me by the Oxford Internet Institute in 2010. Albeit we used the terms "Intelligent systems" and "Machine Learning" and the "systems" often needed air-conditioned mainframes to drive them. Charities and Government Excellent Research from Pro Bono Economics who have published a very useful free resource for charities https://lnkd.in/e_a8ybFN . This says "The 2024 General Election brought 335 new MPs into the House of Commons. For the many charities that seek to influence parliamentarians, this creates a significant challenge. That’s 335 new MPs to research and sift through to try and understand if they might be inclined to support a charity’s cause. "Many small charities cannot afford parliamentary monitoring systems or expensive agencies to do that sifting for them. If hundreds of organisations all undertake the same research into those MPs’ backgrounds, it means massive amounts of duplication and wasted time for already time-starved organisations. Reflecting on a unique New Local event co-hosted with TPXimpact | B Corp™ at the end of last week: our first Radical Leaders Overnighter. We had a packed agenda over two days with a group of pioneering #localgov chief executives and directors, exploring the shifting nature of demands on leadership in our era of perma-crisis. New Local’s long focus on community power stems from a growing sense that traditional state-led or market-led approaches to public services have diminishing returns, when confronted with the complexity & pluralism of different circumstances that characterise the mid 2020s. Lots has been written about the “perma-crisis”, but there are layers of implications for where #localgov as a sector finds itself: - prolonged financial pressures & underlying structural shifts such as ageing and deepening inequality, which create new pressures on traditional service models. - external global market shocks, pandemic(s?) & climate change, all have variable and unpredictable local consequences. - increasing community polarisation, the rise of populism & extremism and wider decreasing trust in institutions, which all play out at a hyperlocal level with sometimes toxic and volatile consequences. It’s fair to say that in this context, the linear predictability that New Public Management style approaches were based on can no longer be assumed. Leadership in public services in the era of perma-crisis does need to involve efficient resource allocation, management of large organisations, workforce optimisation, etc. But increasingly, a new set of capabilities are required of leaders: to mobilise communities and partners beyond institutions, to build resilience across the workforce and to lead with compassion and empathy. These are less formal capabilities, but no less impactful. We enjoyed exploring this all with our radical leaders in a creative, constructive way with a brilliant group of open-minded, curious and pioneering individuals in council executive leadership roles. New Local will keep developing this approach - exploring, defining and advocating for increased awareness of the skillsets that will help us navigate through the challenges confronting public services. Pleased to be quoted in People Management magazine today on Over half of business leaders report staff absence due to problems accessing public services, TUC reveals. More than half (59 per cent) of business leaders say staff have had to take time off in the last year because they struggled to access public services, a poll by the trade union congress (TUC) revealed. The survey of more than 500 business leaders further explored the specific challenges faced by employees, finding that more than a third (35 per cent) had staff absent from work due to delays in receiving hospital treatment. Media Cymru Accessible Futures Summit: Expression of Interest   On Tuesday 10 September, Media Cymru & University of South Wales are holding the inaugural Accessible Futures Summit.     With 1 in 4 of the Welsh population now identifying as disabled, and less than 8% deaf, disabled, and neurodivergent (DDN) representation on and off screen, there’s never been a more important time to talk about accessibility in our sector.    The aim of the summit is that everyone leaves more disability confident, with a better understanding of how to hire, include, train and support DDN talent, and able to identify resources and funding to ensure more accessible productions.    Screen industry professionals will come together to discuss accessibility, inclusion, and representation in all aspects of screen production and explore best practice, beyond just the basics.    Industry leaders, including disabled creatives, will share knowledge and experience, providing participants with the tools to elevate accessibility and open pathways to deeper inclusion, harnessing the creativity and other benefits that comes from lived experiences.    The Summit is for:  ·      Screen industry employers and professionals.  ·      Disability and arts organisations.    The full day programme will be announced soon.    Please register your interest here.  https://lnkd.in/eJMBayF2

Delighted to have our editorial published in the Edge Foundation Skills shortages in the UK economy Autumn 2024 Bulletin 15 Broadening Access to Apprenticeships  - Spotlight on the Multicultural Apprenticeship & Skills Alliance (Powered by Pathway Group) Read this insightful report from esteemed colleagues and organisations. Key Highlights: Since the last Skills Shortage Bulletin, the UK elected a new Labour Government, coming to power with the ambition to ’kickstart economic growth’ and ‘break down barriers to opportunity’. The Association of Colleges highlights how the Labour Government, through its new body Skills England, might be able to work in partnership with the sector to better deliver on the government’s central missions through local skills planning or reform to the Apprenticeship Levy. The Edge Foundation, similarly concerned with current declines in apprenticeship starts for young people, introduce our recent report on how to increase the flexibility of the levy for employers whilst improving its capacity to help deliver government priorities regarding young people and SMEs. Leadership and investment is required immediately. A dynamic skills system will be important to support and reskill workers in the one million jobs lost from declining occupations by 2035, as National Foundation for Educational Research (NFER) argue. The Learning and Work Institute anticipate that while between 2021 and 2035 the proportion of the working age population qualified to a higher education level will rise by 5 ppts to 49%, another one third of working-age adults will still only be qualified at or below GCSE or equivalent level. As #publicservices face increasing complexity and resource scarcity, reform prescriptions emphasize #localism and relationships such that people and communities are centered in service design and delivery. #PublicAdministration is awash in concepts that acknowledge the influence of relationships on service effectiveness (e.g. #cocreation, #networkgovernance, #citizenparticipation) suggesting relationality is an 'implied characteristic' of the discipline. Still, its conceptual dimensions and effects remain blurry. The hope with this special issue is to move the conversation forward theoretically and empirically as well as advancing discussions about how, as academics and practitioners, we might practically develop the field.
