    A defined approach to organisational resilience (comprising of business continuity, contingency and
    crisis management) is good practice for any business, but is especially important for the Deposit
    Guarantee Scheme (DGS) whose role is to respond to bank failures in such a way and manner that
    averts panic and calms depositors. DGSs are a recognised part of the financial safety net to support
    financial stability.

    crisis management) is good practice for any business, but is especially important for the Deposit
    Guarantee Scheme (DGS) whose role is to respond to bank failures in such a way and manner that
    averts panic and calms depositors. DGSs are a recognised part of the financial safety net to support
    financial stability.

    EBA’s Guidelines recommend testing of operational and funding capabilities, and set 4 priority tests:
    SCV file tests; a payout scenario as an operational test; a cross border cooperation test; and a
    funding capability test.

    Following the first year or so of experience under the Guidelines, the EFDI Working Group surveyed its members for updates, including experiences, lessons learnt and possible next steps. The results will facilitate consistency of interpretation – as EBA’s peer review is against a common set of
    indicators and 4 standards.

    With this in mind, this paper summarises the current state of play, the lessons to date, and the next
    steps.
