Delivering at pace - an interview throw-away that i've been thinking a lot about. This past two weeks we have smashed a bunch of milestones needed to open the service up, so we can test & learn. We're ICO registered now. We have data in-house to support claims, and we're working with partners to improve readiness. We have negotiated data sharing arrangements, put in place MoUs, setup contracts, written policies all to describe what and how we'll share, store, use, and archive. We have begun architecture maps of schemas, mapped out flows, and are designing the right footprints from day 1 that we can be transparent on performance. We're creating a tech-stack to support all those needs, and halfway through the design of that. We're adapting our governance to ensure we're making the right decisions at the right level, at pace. We continue recruiting & onboarding - SCS1 Data Operations starts in a couple of weeks, G6 Head of Intelligence & Analytics next, and then Head of Business Analysis shortly after, and a number of roles underneath. We're regularly reviewing the fulcrum of moving at pace and risk on everything we do to make payments as soon as possible and I can tell you a *lot* of hours are going into this making all this come together. It's awe inspiring to see a great team pull together to deliver all of this, focussed on a mission. We may never be able to move quick enough for a community that has gone through so much, but we are moving as fast as possible. Have a great weekend team!

The Data Use and Access Bill to unlock the secure and effective use of data for the public interest has been introduced into Parliament. The Bill, delivered by the Department for Science, Innovation, and Technology, has three core objectives: growing the economy, improving UK public services, and making people’s lives easier. The measures will be underpinned by a revamped Information Commissioner’s Office, the UK’s independent authority responsible for regulating #dataprotection and privacy laws, with a new structure and powers of enforcement - ensuring people’s #personaldata will be protected to high standards. The Bill is expected to generate approximately £10 billion towards the UK economy across ten years by legislating on #datasharing to generate a host of benefits for both consumers and businesses.   The Bill will also boost the UK’s approach to tackling online harms through a power to create a researcher data access regime. This will support researchers in accessing #data held by online platforms so they can conduct robust and independent research into online safety trends. In formulating this ⁹strategic approach to considering large scale digitally enabled transformation, a couple of years back we had guidance from the great folks at Public Digital and the experience they had gained whilst architecting the UK Gov's digital strategy. In their book "Digital Transformation at Scale: Why the Strategy Is Delivery" by Andrew Greenway, Ben Terrett, Mike Bracken, and Tom Loosemore, the authors provide practical recommendations for successfully implementing digital transformation in large organizations. These recommendations are drawn from their experiences with the UK Government Digital Service (GDS) and other large-scale digital initiatives. Here are the key steps crystallised by ChatGBT of the principles they advocate in their book for successful digital transformation: Each step is highlighted in a distinct color for clarity and emphasis. This visual can serve as a guide to understanding and implementing the key principles and actions necessary for effective digital transformation.

Data provocation. I like that term. Although it has multiple meanings, in the context of my work and my beliefs, we should be reacting strongly to the clear provocation by many, many organisations out there with poor data practices, knowledge, data respect and with no plans to address or contemplate the ethical issues surrounding the data usage. We had some fantastic presentations at Privacy Space yesterday... all highlighting that we have the skills and knowledge to be provacteurs.... we (the data protection people) have to provoke the revulsion at the way data is collated and used, we have to provoke sufficient anger in consumers so that they help drive the way data is used towards a transparent and trustworthy manner. Now I get that many companies are not aiming to provoke and try and do things with good intent... but ignorance is itself a provocation..... Data provocation.
