Stark survey results from the CPA on the budget impact on care providers: Key findings from the survey's respondents show that without immediate Government intervention: 73% will have to refuse new care packages from local authorities or the NHS. 57% will hand back existing contracts to local authorities or the NHS. 77% will have to draw on reserves. 64% will have to make staff redundant. 92% who also serve people who pay for their own care will be forced to increase rates for self-funders. Many self-funders will be unable to bear extra costs and may reduce care or rely more on family carers. 22% are planning to close their businesses entirely.

Great to see announcement of second tranche of Accelerating Reform Fund by DSCS. Over half of all Intergated Care Boards are using the Fund to support growth of Shared Lives. Lovely to see Shared Lives promoted in relation to the Home First agenda: ‘The ARF is also supporting some areas in the country to scale up community-based care models. 'Poverty and the effect it has on health and on the NHS is not new, though the recent rise in deep poverty, cost-of-living increases and high pressure on NHS services are all worsening the problem (6 in 10 of people in the most deprived areas report that the cost-of-living squeeze is impacting their health) and adding to the financial cost to the NHS. Poverty is a complex problem that will affect different groups in different ways. For example, child poverty is rising particularly sharply, negatively impacting children’s health now and throughout their lives. NHS staff are also impacted by poverty in different ways. They can experience poverty directly themselves, as well as treating patients who are experiencing the effects of poverty.'

Young people leaving the care system face a range of challenges & barriers that peers often don't experience. Deficiencies in transitional and practical support mean that care leavers are often less likely to get the help they need to make a fresh start as a young adult. Gaps in support are have been found when it comes to relationships, education, employment and mental health. As I heard last week at a meeting on this - put simply, as a parent think about the simple things you do for your children even when they are 'grown up'. There's still a home for them if they need it, you pick them up, offer practical advice, help financially, support when things are tough, celebrate their successes & milestones, etc, etc. Some care leavers don't have this. At our recent Planet Youth National Learning event I asked people their hold their course. Long term change requires a bit of patience but collecting the right data can indicate if you are on the right path. Sure Start is a case in point and something we should look to resurrect as soon as possible. "So what can the next government learn from Sure Start’s successes, to inform effective social policy decisions? 💡Take a whole-systems approach. 💡Invest in prevention over the long term. 💡Invest in evaluation and learn from the evidence. 💡Support local areas to tailor policies to their places.

Very excited at Children's Cancer and Leukaemia Group (CCLG) today to launch, along with our amazing charity partners Ellen MacArthur Cancer Trust, Young Lives vs Cancer, and Teenage Cancer Trust, our North Star Vision for the sector and the system. Our organisations work with children and young people with cancer every day. We see the huge and lasting emotional, physical and financial devastation cancer often has. Supporting them through this experience is a societal challenge that demands a collective approach, which puts children and young people with cancer and their wellbeing at the centre and shines a spotlight on the complex systems of care, information and support that operate around them. Our innovative research, with Dartington Service Design Lab, has created a shared, evidence-based understanding of what is needed to build a better future for children and young people with cancer and their families, and enabled us to create our North Star Vision. A big and ambitious vision where: Every child and young person facing cancer receives care that’s tailored to them. They feel informed and in control, and along with their families can make knowledgeable decisions about their care and future. They feel empowered every step of the way, facing no gaps in support or barriers to access. They have everything they need from the beginning of their cancer journey, during treatment and for as long as they need it afterwards. Great to be in Westminster today representing Together for Short Lives and joining with partners Hospice UK Marie Curie UK Sue Ryder and National Bereavement Alliance to celebrate #DyingMatters week. It is absolutely crucial, in what is likely to be an election year, that all parties commit to making palliative and end of life care a priority for the next Parliament. For children and young people, this means addressing the £290K funding gap including committing long term to the #ChildrensHospiceGrant. It means strengthening local accountability for delivering to national requirements so we end the postcode lottery in the availability of palliative care for children. And it means developing a workforce with the capacity and skills to care for this increasingly medically complex children. Policy makers must move beyond warm words and take practical action. Because #shortlivescantwait

Further to my posting today's article in the Sunday Times highlighting the challenges to hospice charities in matching NHS pay awards, this was the Government's November 2023 announcement of £1.5bn to help non-NHS organisations, including charities, meet the cost of earlier 23/24 pay awards. While the then Health Minister is quoted as saying that the creation of this pot "will ensure hardworking healthcare staff and the organisations they work for are not financially disadvantaged as a result of the NHS pay deal", literally only a tiny handful of charitable hospices were eligible to apply, because of the requirement to show that "their staff are employed on dynamically linked Agenda for Change contracts". In layman's terms, this means mirroring not just NHS pay levels, but all of the Terms and Conditions. In part because of the precariousness of our funding model, almost every hospice Board in the UK has decided it would be too risky to offer "dynamically linked" contracts to their hospice employees. But they do nevertheless match the salary increase. Mature Government policy and decision-making should be about learning lessons, often incrementally. It is clear that the intent of this November 23 announcement was highly positive and supportive. I would also be pretty sure that the DHSC / NHS would have assumed at the time that they would be helping hospices, unaware of how few could tick the "dynamically linked box". But unfortunately almost no hospice was able to access any of this funding. Hence, surely a fairly obvious solution identifies itself? A second and very much smaller funding pot, this time only open only to hospices, to allow those that missed out on the 2023 pot to receive the kind of support that the Government hoped at the time. Eligibility should begin and end with the hospice being able to demonstrate how much extra the pay awards to its care staff have cost over the past two years. https://lnkd.in/epeZjr_A
