And whilst that was never the plan anyway, its good to see another piece of the policy puzzle dropping into place today. The devil of course will all be in the detail - and its crucial that #pEPR clicks together with this as cleanly as a proverbial puzzle as we progress. For example, if there is subsequently material listed in Simpler Recycling that is not yet practically or effectively recycled, will the pEPR modulation fees reflect that? And with Retailers given a 2-year adoption window for mandatory labelling, with a drop dead date of 1st April 2027, what happens if its recyclability status changes in the mean time? Numerous concerns have been raised about how changes to standing charges following the TCR have impacted consumer. For example, non-domestic consumers with ‘peaky’ electricity use (high use for short periods of time) face higher fixed charges due to large capacity needs but use relatively small amounts of electricity overall in comparison to their capacity. As a result, there are a number of industry code change proposals that consider some of these non-domestic concerns. Distribution Connection and Use of System (DCUSA) change proposal DCP412 is considering whether changes could be made to ensure charges for peaky sites are proportionate, while DCP420 is considering the impact of fixed charges on electric vehicle charging stations. It will be interesting to see if these changes are implemented, what effect they have and whether more changes will be considered to minimise the impact of TCR on those business consumers who are feeling it the most.

Manufacturers have you considered applying speed control to shakers. There are many reasons why this should be considered 1. Significant energy savings can be generated from even a 10% reduction in speed 2. Over shaking can be detrimental to the product 3. **🔍 Viridor's Recent Moves Signal the State of England's Waste and Resources Market** This week, two major developments came from Viridor that underscore market dynamics in England’s waste sector. ⛔ **Closure of Avonmouth Recycling Facility**  On Wednesday, Viridor shared plans to close its plastics mechanical recycling facility in Avonmouth, with the Rochester facility potentially next. 🏗 **New Investment in Energy-from-Waste (EfW)**  The next day, it was reported that Viridor are nearing financial close and have broken ground on the Tilbury EfW site. While many factors will have driven these decisions, Viridor’s strategy is ultimately shaped by shareholder interests (KKR and Equitix) - making money. And making money in the resources and waste sector is significantly driven by policy and fiscal measures: 💹 **Landfill Tax - Indirect Incentive**  Rising landfill taxes make EfW a more appealing alternative to landfilling. In April 2025, landfill tax will increase by 21.6%, driving the financial ceiling for EfW gate fees higher. ♻ **Stagnant Plastic Packaging Tax**  The plastic packaging tax, indexed to CPI, hasn’t seen any real terms increase. The exemption threshold remains at 30% recycled content, despite industry support for an upward revision. ⚖ **Support for Chemical Recycling**  The government’s decision to use the ‘mass balance’ approach for recycled content is clearing a path for chemical recycling—a field where Viridor, through its ownership of Quantafuel, is well placed. 💰 **Funding for Carbon Capture and Storage (CCUS)**  The recent Budget earmarked £3.9 billion for CCUS projects in 2025-26. Viridor’s Runcorn EfW facility is set to receive Track 1 CCS revenue support, covering operational expenses and CO2 transport costs, and repayment of equipment capex. Meanwhile, Viridor claim half of these emissions will be ‘negative’ emissions (see Dominic Hogg's latest post for wider discussion on ‘negative’ emissions) ❓Given the above, alongside delayed waste reforms and stagnating recycling rates, is it really a surprise we’re seeing such shifts in Viridor’s portfolio? The Department for Environment, Food and Rural Affairs Circular Economy task force is going to have it’s work cut out, and has an essential role to play: 🤝 **Cross-Departmental Collaboration** is vital to create lasting change   💷 **Fiscal Policies** need to align with the zero-waste economy vision.  🔝 **Waste Hierarchy Focus**—emphasis on reducing waste generation is key.

Disposable vapes are among dangerous items being thrown away in household waste and causing fires and explosions, putting refuse workers at risk, Newham Council and Veolia have warned. Awareness of the issue is being raised after two recent cases of explosions in the back of bin lorries caused by discarded lithium ion batteries, which are found in vapes, being compressed by the lorry’s crusher. This follows Material Focus research in May of this year that revealed that battery fires in bin lorries and at waste sites in the UK have reached an all time high – over 1,200 in 2023, an increase of 71% from 700 in 2022. Sad news about UK plastic recycling infrastructure today. Just at a time when we need plastic polymer reprocessing capability and capacity, UK plants are closing in the face of global competition. This is not what anyone wants - we want UK reprocessing and by 'we' I mean the public, the waste and recycling industry, manufacturers. The UK will struggle to meet Net Zero targets unless young people are encouraged to join the green economy   ·        The 'mollycoddled' Gen Z do not want to participate in “dirty”, unappealing (i.e. low esteem) work! ·        Work must be done to ensure young people, particularly those from traditionally underrepresented backgrounds, do not miss out on the rich and rewarding careers in the environmental sector. ·        A mix of much improved education and careers guidance in schools, action to inspire young people about the opportunities on offer, and a concerted effort in the sector to create more accessible career pathways is needed. According to a report published today by #Groundwork, more needs to be done to encourage young people towards a career in the waste and resource management industry to tackle plugging the green skills gap, 70% of 16-24 year olds surveyed have never received any careers advice on the skills required or roles available in the waste and resources management sector, while around half cited a lack of information as a career barrier, despite the UK government legislating a Net Zero emissions target in 2019 for 2050. Unsurprisingly, as a result, 84% of those questioned have not even considered a career in the sector with insufficient salary, benefits and job instability cited as the other main barriers to entry, according to the research. Among the younger generation (16–17-year-olds), 62% believed that the work is unappealing and ‘dirty’ while almost half (42%) stated that it was the lack of role models in the sector putting them off. Garry Campbell, Head of Policy & Communications at #Groundwork UK, said: “If the UK is to meet its carbon targets, it will require a new and diverse workforce, yet, sadly, our report highlights the work that must be done to ensure young people, particularly those from traditionally underrepresented backgrounds, don’t miss out on rich and rewarding careers in the environmental sector.” Rob Mowat, Managing Director of ESS Expo added: “The waste and resources management sector offers a diverse array of career pathways, and this is only expected to increase as roles continue to emerge and evolve. However, it is essential that as a group, we come together to boost the visibility of the sector as central to the UK’s climate mission. As an industry, we need to seek out ways of better communicating the opportunities, roles, and benefits of working in the sector in a way that truly resonates with the younger generation.
