Dear Chancellor... would introducing a minimum spend requirement for R&D tax reliefs be a good idea? As we build up to the Chancellor’s budget on the 30 October, the next article in our series explores whether introducing a minimum spend requirement for R&D tax reliefs could address some of the issues facing the regime and help boost investment and innovation in the UK economy. Re-introducing a de minimis expenditure rule for R&D tax reliefs could help reduce fraud and error levels, improve the compliance process for HMRC and create a more sustainable regime that is fit for the future. On the other hand, many would argue a minimum spend requirement would discriminate against SMEs. I would argue that such a measure is targeted at small claims, not small companies - an important difference. But what do you think? #Budget2024 #researchanddevelopment

#Budget2024 🚨 Headline tax and other changes for EMPLOYERS CORPORATE TAX - The government has just published its corporate tax roadmap focusing on predictability, stability and certainty. Look out for Crowe UK's commentary on this coming soon. - In the roadmap there is a commitment to cap the rate at 25%. - Commitment to retain the small profits rate and marginal relief - Commitment to retain key cpaital allowances such as the £1m Annual Investment Allowance and full-expensing. Full expensing will be extended to leased assets. - Commitment to keep the R&D relief regime at its current level of 'generosity' - The government will explore ways to clarify what qualifies for capital allowances. EMPLOYMENT COSTS - National minimum wage increased by 6.7% from April 2025 from £11.44 to £12.21. - Minimum wage for 18-20 year olds to rise by over 16% from £8.60 to £10.00, with the aim of aligning the rate with the main rate for over-21s in the long-term. - Employers National Insurance rate increase from 13.8% to 15% - Threshold at which an employer has to start paying national insurance decreased from £9,100 to £5,000 (until April 2028, uplifted with inflation thereafter) - Employers allowance for NICs increased from £5,000 to £10,500 from April 2025. - 🚨 £100k eligibility threshold for Employers allowance REMOVED. BUSINESS RATES - Permanently lower rates for retail, hospitality and leisure from April 2026. ADMIN - 🚨 Hints that Making Tax Digital will be brought in for companies. - HMRC recognises that systems supporting corporation tax are outdated and will be updated to help companies meet their obligations. #AutumnBudget2024 #tax Crowe UK

The UK’s new Labour government must commit to taking forward audit and corporate governance reform and legislate to clear the local audit backlog in England in its first 100 days in office, chartered accountancy body ICAEW has said. Taking action on audit at a corporate and local level – together with pledges on sustainability, an industrial strategy and a review of business rates – would kickstart economic growth, boost investor confidence and make the UK the best place to start and run a business. As a priority, the new government should enact the long-delayed reforms to the UK’s audit and corporate governance regime, including establishing the new statutory regulator ARGA and giving it powers to take effective enforcement action against directors of UK public interest entities, ICAEW said. @PwC UK's latest Economic Outlook was published earlier in July, and it brings some promising news for the South East. Our region is predicted to see increased growth in 2024 compared to 2023, however, the regional disparities are still evident - signalling continued productivity and skills gaps across the UK’s nations and regions. Our recent Framework for Growth report outlined the importance of localised strategies in driving regional economic growth. While there isn’t only one solution to stimulating growth and reducing these regional disparities, the report identified the key areas which we should put at the forefront.This includes enhancing the skills system, improving planning processes, investing in infrastructure, and providing robust support for smaller businesses. These insights underline the necessity for tailored interventions to address growth barriers effectively. One critical area for the South East is youth employment. The Youth Employment Index reveals that over 121,000 young people in our region are classified as NEET (not in education, employment, or training), which is 13.1% of 16-24 year olds. If we could reduce this rate to match the South West’s 7.8%, we could unlock an annual economic benefit of around £3.4bn for the South East. By improving youth employment, training, and education prospects, we stand to not only boost our economy but also nurture a skilled and talented future workforce.
