Good observations and analysis as ever by Simon here. Also a great reference to LWI report and their relentless efforts to demystify the Levy take and App budget plus a collection of sensible and achievable solution ideas. This now is the next big challenge and opportunity - how to deliver on a promise of flexibility while safeguarding areas of existing investment (apps) and protecting support for SMEs and young talent entering our workforce. The phased approach has appeal and any flex will almost certainly come with some rules but we also know there is scope within current budget utilisation and surplus generated by the Levy take

Key point of interest today in DfE's annual accounts is the Apprenticeship Programme Budget expenditure for FY23/24 - underspend was just £17m on the £2.5bn programme budget. Good job the DfE budget has been topped up this current year as not much headroom for increasing rates, let alone significant non-apprenticeship flexibilities without additional funds. The Education Policy Institute have shared funding recommendations for tackling the persistent disadvantage gap in this latest report (https://loom.ly/2vRV4Pw). In one area of the North that we work in, the attainment gap for disadvantaged pupils at the end of Key Stage 4 is as wide as 27.2 months. In London, the regional attainment gap is 10.4. We provide high-quality tuition to over 6,000 pupils across Greater Manchester, West Yorkshire and Merseyside from Key stage 1 to college. Well-directed funding is essential to tackle the attainment gap, and some of EPI's recommendations in this paper would have significant benefit for the pupils we work with in the North. #educationpolicy #attainmentgap #inthenorth

The government have released updated information which outlines the High Needs Place Change Process for the 2025 to 2026 academic year. It provides guidance for local authorities, schools, and colleges on how to notify the Education and Skills Funding Agency (ESFA) of changes to high-needs place numbers.        Key points to consider: Notification Process: Local authorities must discuss and agree on high-needs places with schools and colleges, ensuring any changes are included in their place change return. Important deadlines include submitting the deed of variation by December 6, 2024. Changes Requiring Approval: Changes such as new age ranges or new SEN units at academies require a deed of variation. Hospital Education Funding: Local authorities can request changes to hospital education funding if there are changes in medical provision. Local authorities, schools, and colleges should start their discussions now to ensure timely and accurate submissions.
