In this piece I suggest that climate inaction is costly and that this should be better captured/reflected within the UK's Fiscal Framework. Strategic investment which mitigates future climate risks could galvanize the economy while driving new green infrastructure and jobs - all of which would safeguard the future.

🤔⚖️ How do policymakers make decisions about which projects, policies, and programs to implement while considering the impact of carbon emissions? They incorporate a value on carbon in Cost-Benefit Analysis (CBA)!   📊 CBA is widely used to evaluate the net impact of proposed projects on social welfare and provides an approach to systematically shortlist and select projects with the highest benefit to cost ratio (BCR).   💲 CBA quantifies the social costs and benefits of a proposal in monetary terms, including factors that may not have a direct economic value in the market, such as carbon emissions.   🌿 Carbon values reflect the societal costs associated with carbon emissions during construction and operation. Why is the transition to a low-carbon economy taking so long? Why haven't heat pumps diffused as rapidly and widely in the UK as they have elsewhere? My new paper in Ecological Economics addresses these questions and similar others, and shows that a 'planning gap' has emerged when it comes to low-carbon transitions. This is evident in there being many transition scenarios that describe potential low-carbon systems, but relatively few that link these system-level outcomes to the microlevel stakeholder decision-making needed to actualise them. Making this link requires a new understanding of decision-making rationality from that on which much climate-change modelling is based currently, which is that of a representative agent with rational expectations. The paper sets out the new understanding of rationality needed to link modelling-based to stakeholder-focused transition scenarios, thereby closing the planning gap and accelerating low-carbon transitions. It sets out a new scenario approach for making this link between the system-level transition scenarios provided by models and the microlevel stakeholder decision-making that is the focus of more qualitative scenarios. https://lnkd.in/dUcwkvEW

ISSB and EFRAG have just released guidance about interoperability of their climate-related disclosure requirements. The guidance provides: - High level commentary on interoperability of some general principles of reporting (including presentation and materiality); - A table showing corresponding climate-related disclosure requirements; - Analysis notes for ESRS preparers on additional or different ISSB requirements; and - Analysis notes for ISSB preparers on additional or different ESRS requirements.

Insightful report from IPPR’s Fair Transition Unit (FTU), authored by Joshua Emden, Andrew Sudmant, and Teresa Farinha, titled ‘Skills Matter: Shaping a Just Transition for Workers in the Energy Sector,’ sheds light on the impact of the UK's transition to a net zero economy on career options for gas sector workers. Two Key Arguments: 1. Transition Speed: o The transition to a net zero economy is progressing too slowly, posing significant risks. This sluggish pace may lead to stranded assets and a cliff-edge scenario for oil and gas sector workers. In such a scenario, net zero targets could either be missed or met through a sudden, disruptive transition. 2. Insufficient Policy Support: o The existing policy framework fails to provide adequate support for a fair transition for gas sector workers. Current measures are not enough to facilitate a smooth career shift for these workers into sustainable, green jobs. Three Key Findings: 1. Normal Job Movement: o In 2021, over 40% of people changing jobs moved to roles that shared, on average, just over 50% of the work tasks with their previous positions. 2. Transition to Green Jobs: o Few workers in the gas sectors could transition to green jobs (defined as jobs in low-carbon industries) with only modest retraining. 3. Retraining Potential: o A larger number of gas sector workers could quickly retrain for climate-compatible (blue) and green occupations, indicating a broader potential for job mobility with appropriate support. Three Key Recommendations: 1. Green Industrial Strategy: o Implement a comprehensive green industrial strategy that includes: - Ending the licensing of new oil and gas fields. - Clarifying the role of gas capacity in the future energy mix. - Introducing strict capture rate standards for Carbon Capture and Storage (CCS). - Planning for the decommissioning of the gas grid, including defining heat zones and identifying locations where hydrogen may be appropriate for home heating. 2. Fair Transition Bodies: o Establish Fair Transition Bodies consisting of representatives from national and local governments, industries, trade unions, non-union workers, and local community stakeholders to ensure a collaborative approach to the transition. 3. Skills System Reform: o Reform and expand the current skills system by introducing an annual £1.1 billion Green Training Fund. 🌍 Following the 5th meeting of the Expert Group on #CarbonRemovals, I’ve been wondering: can the #EU’s Carbon Removal Certification Regulation truly set a #GlobalStandard? 🌍 💪 If you’d asked me this question in 2022, when I first began working on this file, I’d say it was well positioned to. Now? Well, I feel like we may be going a bit off track.😟 I’m not alone in this assessment, and I hope we do get back on track. 🙏 #Sustainability, #Rigour, #Transparency, #Safety- These aspects MUST come hand in hand with the deployment of carbon removals. 🔍I've heard some takes about how these methodologies are 'just about carbon accounting', but that view neglects the various effects deploying ANY #CarbonRemoval has, both negative and positive, nothing happens in a vacuum. The #CRCF legislation is clear that those aspects have to be assessed in the methodologies. I've also seen some industry voices wondering where the next set of methodologies are for other CDR techs such as #EnhancedWeathering (#ERW). But we can't rush this process, if we get this wrong, the credibility of the whole industry is at stake. I know, it's frustrating. As you may know, I have been co-directing with Ede Ijjasz, the annual flagship report of the Global Center on Adaptation, the “State and Trends in Climate Adaptation,” for the last five years. This year, we are focusing on small island developing states, one of the most fragile groups of countries that are affected by climate change. Responsible carbon removal includes defining its scope and magnitude in climate policymaking. Please join us for the next episode of the Institute's Scrubbing the Skies webinar series. As always, pre-registration is required. Net-zero targets have rapidly become the new norm of national climate policy, implying a need to compensate for the remaining residual emissions through the deployment of carbon dioxide removal (CDR) methods. Yet governments are only now exploring what this balance could or should be. New research published in the journal, One Earth, reveals what national governments think will be their most difficult to decarbonize sectors when they reach net-zero, and by what extent countries may reduce emissions across their economy. Join the lead author of this new paper to discuss the implications of residual emissions in national climate plans, and its implications for responsible carbon removal policy.
