The Eisenhower matrix is really good for this: sort all the tasks in the 4 categories - do now, plan for, delegate and ignore. Prioritise the "do nows" based on the desired impact/results; shedule time for the "plan for's"; schedule time to delegate the "delegate's" and then get on and start.

I had exactly this with a team member and once we had ruled out any personal issues/distractions, we agreed that they needed a different management and delegation style from others in the team. It taught me that a personalised approach is vital for helping every team member be successful in their delivery for you and the organisation.
