North Sea Oil: A Sector at a Crossroads A recent Wood Mackenzie report highlights potential challenges for North Sea oil and gas production, with projections indicating a possible halving by 2030 under proposed tax changes. The current tax rate of 78%, which includes an "energy profits levy" introduced post Russia's invasion of Ukraine, poses uncertainties for companies regarding capital expenditure and investment allowances. In a worst-case scenario, where the EPL continues indefinitely and all allowances are removed, remaining development capital expenditure could see a £19 billion (65%) reduction, UK production could halve by 2030, and industry cash flows might nearly vanish by the 2030s. Even in a better-case scenario (EPL expiring in 2030 with capital allowances retained), production is still expected to decline by 30% by 2030. Amid this uncertainty, several North Sea companies have already paused or stopped new projects, raising concerns about the potential failure of smaller companies and the subsequent burden of decommissioning costs on partners or the UK government. The North Sea Transition Authority estimates decommissioning costs at £40 billion, while tax revenues from the sector are forecasted to drop from £9.8 billion in 2022-23 to £2.2 billion by 2028-29. Ithaca Energy has agreed to buy nearly all of Eni's UK-based oil and gas producing assets for about 754 million pounds in stock, as it looks to become one of the biggest independent energy companies in the North Sea. The North Sea is an energy-rich region in the Atlantic Ocean that has long been coveted by European oil and gas companies for its potential, but aging reserves and security concerns have made development there challenging. The transaction is part of Eni's broader strategy to develop businesses focused on a geographical area or a specific activity and share the investment efforts with a partner. AISUS customers are regularly taking advantage of our world-class library of ultra-high definition subsea inspection imagery which is helping to inform the predicative maintenance models and inspection scheduling of asset operators the world over. AISUS is also a pioneer in custom build inspection tooling designed specifically for hard to access areas offshore. In one case, a customer approached AISUS for a 12” J-Tube visual inspection, replacement of messenger line and high-pressure internal cleaning requirement. It became clear that the narrow diameter and tight bend of the J-Tube would require modifications to our crawler technology to facilitate access. AISUS’ specialised design and engineering team built a custom-made centralised inspection tool – with gauge plates and subsea camera – and the inspection proceeded successfully much to the delight of our client. 🔨 CAVITAS Cavitas’ THOR technology is in high demand by heavy oil operators around the world. The tool can also be deployed riglessly which enables the deployment and retrieval of THOR without involvement of a rig or workover unit. The load-bearing cable deployment eliminates the need to kill the well, allowing for ongoing production with a streamlined and efficient installation process. Additionally, our International Business Development Manager John C. has been on the road and attended the North American Artificial Lift 2024 conference in Texas and the Petroleum & Energy Show in Oman. Great conversations had with operators looking to improve their artificial lift performance and pump life. ⚡ V-TES V-TES continues to expand its network within the renewable energy space. The latest Reserves and Resources report published today (22 October) shows that the NSTA’s estimate for proven and probable UK oil and gas reserves at the end of 2023 is 3.3 billion boe. This is 0.2 billion lower than at the end of 2022 which is due to production of around 424 mmboe in 2023 not being fully offset by additions following Field Development Plan approvals or additional reserves for producing fields. Official government forecasts suggest that oil and gas will remain a part of the UK’s energy mix as we transition to net zero. Managing the declining production to meet energy demands while they still exist; reduce reliance on imports; gain economic benefits; and secure an orderly transition is still vital. Contingent resource – discovered undeveloped resources – stands at 6.1 billion boe, with much of this resource in mature developed areas and under consideration for development. In aggregate, UKCS petroleum reserves and discovered resources both remain at approximately 70% oil and 30% gas, when expressed in oil equivalent terms. Ratcliffe-on-Soar’s closure has been widely celebrated as it made the UK the first G7 country to fully eliminate coal power. But what if the replacement is just as damaging? Is another dirtier secret hiding in plain sight? Environmental scientist Robert Howarth's (no relation) analysis of US LNG argues there is: https://lnkd.in/dMKrSJzw His conclusion: US LNG has a 33% higher footprint than coal, largely due to high methane leakage. If true, it drives an LNG tanker through the UK's emissions leadership credentials. Most UK gas supply is imported. ~40% comes via pipeline from Norway. Sourcing from friendly, reliable neighbours with lower emissions intensity makes sense. As UK LNG imports nearly trebled in just 5 years to 2023, the US rapidly emerged as dominant supplier. Last year, US LNG was 26% of imports, up from zero pre-2018 and 4x more than Qatar. Although down this year, US LNG – largely shale gas whose extraction, processing, liquefaction, shipping and regasification results in total emissions comparable to coal – is now effectively the UK's supplier of last resort. Meanwhile, rising policy barriers to UK gas investment are accelerating the decline of domestic supply, which has ~1/4 the average emissions of LNG imports. Besides the domestic socio-economic impacts, this seems environmentally absurd. As the North Sea is mature, arguably it can no longer fill the gap. But maturity is partly a self-fulfilling prophecy: the less that is invested, the more mature it gets, hastening a disorderly decline. This creates still heavier dependence on emissions-intensive imports and undercuts efforts to reduce domestic emissions intensity (which have gone sideways for the past 5 years). Since much of US LNG's emissions fall outside the UK, they don't appear in the UK headline "territorial" emissions figure. Fixating on that target means external emissions - even if serving the UK market and clearly impactful - may get conveniently ignored. This may partly explain the strange de facto policy of favouring dirtier imports over cleaner domestic production, with its associated jobs, supply chain benefits and tax revenues. Why not just stop using gas? Accelerating the renewable ramp-up, storage rollout, grid upgrades and electrification are all essential, but gas still won’t disappear anytime soon given its key role in heating (~85% of homes), power (>30% of supply) and industry. Like coal before it, UK gas demand is in long-term decline, down 36% since 2010, accelerating in 2022-23 amid sky-high prices. Those price spikes – and higher “new normal” price levels post-crisis – also reflect the enduring value of flexible, dispatchable gas for energy security. B-80 Operational Delays: The B-80 field faced a production halt due to weather-related issues. A new hawser, expected in 7-10 days, will restore operations, allowing production of 1,400 bopd and 8-9 million cubic feet of gas​. 3. Oil and Gas Stockpiles at B-80: HOEC is holding 165,000 barrels of oil at B-80, which will be sold once the stock reaches 400,000 barrels, optimized for tanker transport​. 4. Dirok Gas Production Stability: Despite seasonal disruptions and flooding in Assam, Dirok gas production remains stable at around 20 million cubic feet per day​. 5. Workover and Exploration at Kharsang: The company plans to drill 15 new wells at the Kharsang block, pending environmental clearances, and will explore deeper formations like Lower Girujan and Barail, which are gas-rich​​. 6. Future Drilling Plans in B-80: HOEC plans to drill three new wells in B-80 by FY26-27 to achieve full field potential. Current production levels are capped at 2,500 barrels of oil equivalent per day​​. 7. Cambay Basin Development: Environmental clearances have been secured for Cambay, with plans to drill four new wells to increase production in Asjol and North Balol​. 8. Gas Contract Pricing at B-80: HOEC’s current gas sales contracts for B-80 are tied to a 12% energy equivalent of oil prices, with a floor price of $6.5 per mmbtu​. 9. Capital Expenditure Plans: The company plans to invest ₹1,000 crores over the next three years to support production growth, particularly in Dirok, B-80, and Kharsang​. 10.
