Continuing insights from Cornwall's Draft Housing Decarbonisation Strategy, thanks to Laurence Childs, George Bennett and their team for their framework of categorising heat pump readiness based on peak heat load and emitter flow temperature. Naomi Grint adopted this as the basis for our work on archetyping the housing stock based on heat pump readiness, which involves a different set of considerations to traditional approaches to archetyping.

Utility Week has featured a comment piece from National Warm Homes Council Chairman, David Lennan, calling on the Chancellor to use the forthcoming Budget on 30 October to support homeowners to lower their emissions and bills while creating more jobs and bolstering the UK economy. 🏠 👉 With the energy price cap rising by 10% from this month, Lennan makes the point that there is an increasing need to support families with home decarbonisation and offering more affordable heating options. However, the costs of retrofitting are becoming unaffordable for too many, he writes. He points to data from the Federation of Master Builders that reveals VAT costs have put off about four million households annually from making any energy-efficiency changes to their homes. 🛠 💡 To help families with the cost of transitioning to low-carbon heating, Lennan suggests extending and clarifying the rules for VAT relief to include a broader range of innovative energy-saving equipment, such as always including loft insulation protection, would do much to incentivise people to retrofit their homes. 📅 He concludes by asserting that the next Budget really is the time to recognise the importance of technologies like loft insulation protection and ensure they are accessible to all. What are the key ESG considerations during the design, planning and placemaking phase during the real estate life cycle? Mandatory biodiversity net gain put the restoration and protection of nature at the hear of placemaking. Planning specialist Stephanie Hall says: “The BNG regime will have far-reaching impacts for local planning authorities, who will need to get to grips with the requirements at a time of ever-increasing budgetary constraints. Developers will be looking for guidance from local authorities, and well-prepared authorities will need to consider how to secure BNG provision in new developments and how to resource the ongoing monitoring requirements. I have heard anecdotally from local planning authorities who anticipate the number of applications requiring a s106 agreement to double as a result of BNG requirements, as they will apply to all but the smallest of sites. Having said that, it is not all bad news for local authorities, who may have an opportunity to offer land within their ownership to developers for BNG credits.” Social value has redefined the value of placemaking. Malcolm Iley, Local Government expert, welcomes this new focus on social value: “High quality placemaking has never just been about the built-out development but also the engagement of the community in and around a regeneration project.
