At our latest panel discussion event, ‘Horizon Scanning: understanding the future threat landscape’, Adarga’s Sam Olsen was joined by Barry Marston, senior journalist and manager of the Jihadist Media Team at BBC Monitoring, Fred Montané-Willis, senior operations manager at Pilgrims Risk Management Group, and Stewart Paterson, senior research fellow at the Hinrich Foundation. The panel considered potential ‘Black Swans’ – events that will come as a surprise and have a major impact – and ‘Grey Rhinos’ – those that have a high chance of occurring, but which are generally ignored, often because they are so obvious. Tasked with looking at events at the tactical and strategic levels, the panellists went behind the headlines and addressed the ‘so what’ and wider consequences of several ongoing and potential geopolitical, economic, and security flashpoints in the world. Ben Keith, alongside Rt Hon Sir Robert Buckland KBE KC MP and Rhys Davies have published a report examining the national security implications of the United Arab Emirates (UAE)'s stake in Vodafone. With clear evidence of the UAE’s sophisticated intelligence gathering apparatus and its history of spying, there are serious concerns about Emirati ownership of Vodafone and other businesses. Where foreign ownership comes from states which have a history of repressive activity and espionage, real caution and scrutiny is required. The report sets out the risks and concerns surrounding the UAE’s ownership of Vodafone and calls for vigilance. British intelligence moves to protect research universities from espionage. Why it matters: 1. The UK's top research universities are being threatened by foreign state interference, targeting sensitive, cutting-edge sectors. This undermines national security and demonstrates the need for improved security in the academic field, particularly considering potential dual-use research in civilian and military sectors. 2. The UK government is considering measures such as security vetting on key researchers by domestic security agency MI5 and increased funding for universities' research security capabilities. This is alongside an emphasis on increased transparency of funding streams in academic institutions, noting similar approach in the US. 3. While acknowledging the need for tighter security, there's concern it might negatively impact international research collaborations, making this issue complex. It's highlighted that what needs protection can be hard to define, and overly stringent controls may hinder the innovative, fast-paced nature of frontline research.
