📢 New paper alert - 'Practitioner views on transport planning's evolution - a Sisyphean task still ahead?' by Daniela Paddeu, Glenn Lyons, Kiron Chatterjee and Tom Calvert Transport planning as a formalised profession is relatively young and there is no doubt it has evolved over time. In Europe, Sustainable Urban Mobility Plans reflect a change in emphasis from keeping traffic moving to place-based, people-centric planning. Three new developments of significance present themselves to contemporary transport planning: the collision and merging of the digital age with the motor age; a widespread sense of deep (and possibly deepening) uncertainty about the future; and the imperative to address the climate emergency and decarbonise transport. Taken together, such developments are reflected in the recent notion of Triple Access Planning which sits within a so-called ‘decide and provide’ paradigm – contrasted with traditional transport planning within the ‘predict and provide’ paradigm. The world is changing significantly with a strong sense that transport planning needs to change accordingly. This paper draws upon the ‘7 Questions Interview’  technique to explore with 23 practitioners in the UK their experience of transport planning practice over time, their hopes and fears for its future and what could be achieved, and their views on enablers of, and barriers to, positive change. The interviews reveal a strong sense that transport planning can face a Sisyphean (seemingly impossible) task of advocating measures that could push towards realisation of  economic, social and environmental aspirations, only to find progress with measure approval and implementation thwarted by perennial challenges including lack of political will and public buy-in. While the three new developments mentioned represent potential catalysts for significant change, such change relies on multiple other factors. These include collaborative cross-sector working, a long-term perspective, appropriate funding and political agency, and enhanced communication skills to win hearts and minds. The paper concludes that Sisyphus may continue to struggle to push the transport planning boulder to the top of the hill; unless perhaps Hercules can lend a hand. 📢 This. Is. Not. A. Drill. This is a call to climate action for members of the Chartered Institution of Highways & Transportation (CIHT). We are delighted today to announce the launch of an important new initiative called ‘CIHT CLIMATES’. I can’t wait for the broad church of our members to step up and engage. Last night I was in London. At 8pm it was sweltering at 28C. I couldn’t imagine being in Delhi where it recently sailed close to 50C …. in 2024. Thanks to the billions of tonnes of CO2 each year still pouring into the atmosphere from human activity, global warming is continuing. New temperature records will be set and broken. Even when annual emissions peak, the CO2 already in the atmosphere will continue doing its work. So where is the world heading? Will global climate action be enough to bend the emissions curve? Or will we follow one of the possible paths depicted by the IPCC that leads towards a catastrophic 4C+ future? What does this mean for the transport sector and the organisations and individuals involved? By exploring possible futures, what insights can we bring back to inform our actions in the present? CIHT CLIMATES – ‘Changing Landscapes for Infrastructure and Mobility: Assessing Transport and Environment Scenarios' – will involve a series of 8 UK workshops from September to December 2024, followed by further online workshops in early 2025. It seems not long ago that there was a general consensus about capacity being the railway's biggest challenge and opportunity - and despite some suggestions to the contrary we still need more affordable capacity to enable sustainable growth and social improvement. Over the years, maintainability became progressively more challenging - since nobody wants to stop running trains and efficiency improvements are required to manage within funding constraints. Reliability has arguably become more of an immediate challenge and my own view is that reform presents an opportunity to improve this by empowering people to join up parts of the system with a focus on customers - but that's not enough on its own. Regardless of whether capacity or maintainability and reliability are seen as more of a challenge or opportunity, the railway needs innovation enable the these to be balanced and improved in an affordable way - and the RTS can help. #RailTechnicalStrategy #RTSOptimised University of Birmingham Centre for Railway Research and Education (BCRRE) UK Rail Research and Innovation Network (UKRRIN)

📌 ETCS Signaling Tests on Intercity Rails in UK 🏁 The first intercity #ETCS L2 signaling tests were conducted by operator Great Northern on the UK’s East Coast Main Line. 🔑 𝗞𝗲𝘆 𝗜𝗻𝘀𝗶𝗴𝗵𝘁𝘀 - The tests were conducted on the route between Welwyn Garden City and Hitchin by Great Northern operator as part of Govia #Thameslink Railway (GTR). - This initiative is the initial phase of an ongoing programme that is set to continue until mid-2025, utilizing the European Train Control System (ETCS). - The tests are part of the broader £1.4 #billion East Coast Digital Programme (#ECDP) which aims to equip the East Coast Main Line with advanced signalling solutions. Noise emission from the ventilation system is challenging especially when dealing with the high flow velocity generated by the High Speed Railway System. In this case well established engineering methods do not always provide the right answer... thanks Michael Lotinga to push the knowledge forward in this field.

At RSSB Research, our focus is on producing research that the rail industry can implement and benefit from. We address industry challenges that extend beyond individual organisations, tackling complex issues at the heart of the rail sector. Implementation is at the core of our programme. We fulfill our mission only when the rail industry adopts our research and our entire team is committed to driving greater implementation of our findings. With over 417 research projects completed since 2013/14, we have monitored and pushed 240 of the strongest outputs towards industry adoption. Of these significant research outputs, 74% are currently in use, and 41% have seen substantial take-up. Pinch, punch first day of the month - the month that our CIHT CLIMATES workshops get underway. With hundreds of places booked, the majority of seats are taken. However, the good news is that we have online workshops too and all workshops have now, as of today, been opened up beyond CIHT members so grab a place while you can and enrich the discussions further with your own perspective. We will be addressing the following core question: In an uncertain world, what priority actions in highways and transportation should we double-down on in the next three years to meet the unfolding challenges of climate change as we look out to 2035 and beyond? Do you know of a historic railway item that should be preserved? As explained in this Rail Director article 👇 this is the job of the Railway Heritage Designation Advisory Board. They need help understanding what should be preserved once it is no longer required operationally. Recent examples include HST power cars, but they are interested in the whole range of potentially historic items. By maximising current government infrastructure plans and adopting a coordinated 'track and train' approach, they aim to deliver improved outcomes for passengers, freight users, taxpayers, and the supply chain. Key highlights include identifying routes for electrification to decarbonise services and the urgent need for battery-electric trains to accelerate decarbonisation efforts. The strategy underscores the significance of consistent work pipelines for industry sustainability and productivity. David Clarke, RIA's technical director, emphasises the critical role of government decisions in shaping a more efficient and low-carbon railway system, especially considering projected passenger growth of over 35% by 2050.

You may recall that our team was recently able to demonstrate that transport maps are likely to change the perception that residents have of the metropolitan cities in which they live, using, as examples Paris, London and Berlin (full paper here: https://lnkd.in/e4s9rABS). In a new and last work on this theme, we also show that Parisians and Londoners: i) are influenced by the administrative limits of their territories, ii) represent central areas as larger and suburbs as smaller and iii) that transit maps explain a part of distortions in inhabitants’ mental maps, even when accounting for potential cognitive confounds. My view of the wonderful architecture of London St Pancras Starion obscured by a presenter at the innovateUK BridgeAI conference today. 😊 Excellent presentation, discussion and demonstration of AI in the transport sector through the High Growth AI accelerator programme. I was particularly interested to hear Robert Smith author of many books on the subject explaining the key challenges for the current AI boom. Essentially finding what decisions are best made by AI and how this can support us humans in fulfilling our overall responsibilities in the human-machine relationship. #transport #rail #AI

"The Case for Rail" 21 November 2024 12:00 - 13:30 GMT Rail is the backbone of the transport network, enabling large numbers of people to be moved efficiently and offering the best opportunity to replace longer distance car trips and short haul flights with low carbon travel. Yet the UK rail network in many places is overcrowded, expensive and unreliable, suffering from years of underinvestment and fragmentation. The oversight body Great British Rail has not come forward with any significant reforms. The new government has pledged to renationalise nearly all passenger rail services within five years. This webinar will discuss how we can get more people out of cars and planes and onto trains, while ensuring there is enough new investment in rail capacity to accommodate them.
