The new data matrix report by Skills Development Scotland shows the supply and demand of skills across authorities and labour markets. The data matrix shows this breakdown of qualifications employers will require in the coming years. 7% will not require any qualifications and almost half expect to be looking for achievement at levels 7-10. The Accounts Commission has just published its Best Value report on Clackmannanshire Council. In it, the Commission recognises the progress made by the council since previous Best Value reports in 2018 and 2019, in particular in relation to priority setting, performance management and scrutiny, budget development, community engagement and empowerment, equalities and climate change. However, Clackmannanshire, like many councils across Scotland, faces significant financial pressures which it must urgently address. £22 million of savings must be made by 2026/27. Previously, the council has depended on reserves and one-off savings, but this approach cannot continue. This report, based on the 2022/23 annual audit, welcomes the steps the council has taken to develop its transformation programme. Successful delivery of this programme is essential to achieve both a sustainable financial position and improve outcomes. In recent years, some services for local people deteriorated. Challenges in maintaining staffing levels in some areas have further reduced performance. The council must be clearer on the action being taken to tackle this poor performance.    Jo Armstrong, Chair of the Accounts Commission, said: “Today’s report highlights the progress made by Clackmannanshire Council. The council should rightly be proud of these achievements. There are positive working relationships between councillors and staff and across political parties, with evidence of collaborative working to agree priorities and budgets. But we cannot ignore the fact that the council faces a particular combination of challenges, including strain across recruitment, staff capacity and high sickness absence.    “This is alongside the financial challenges faced by all local authorities in Scotland. The council must develop in more detail and deliver on its plans to transform how it works and the services it will deliver in the future. This is critical to ensure it can operate within budget.
