A National Waste Industry Think Tank: Expert-Led Innovation for a Sustainable Future The UK should establish a nationwide think tank, independently led by experts from all sectors of the waste management industry, rather than controlled by the government. This collaborative platform would unite leaders, innovators, and specialists to exchange ideas, share innovations, and inspire solutions to tackle the pressing challenges of waste management, recycling, and sustainability. By fostering an environment where expertise and creativity thrive, this think tank would generate groundbreaking ideas to reduce waste, enhance recycling processes, and promote circular economy principles across industries. By bringing together a diverse range of voices—from tech start-ups and environmental researchers to established waste companies—the think tank would drive the modernisation of waste management. Independent experts could focus on identifying practical solutions for waste reduction, reuse, and energy recovery, while also advancing smart technologies like AI-driven waste sorting or developing new materials that minimise landfill use and environmental harm. Importantly, this think tank would act as a powerful voice advocating for change, pushing the UK government to adopt and support these forward-thinking approaches. While the government’s role would be essential for implementing policy reform and providing funding, the ideas and direction would come from the industry’s leading experts, ensuring that innovation is at the heart of change. An expert-led approach would ensure that the think tank remains free from political influence and driven purely by the goal of creating sustainable, long-term solutions. This initiative would not only address the UK's waste crisis but also create jobs, reduce environmental impact, and establish the UK as a leader in waste management innovation on the global stage

How simple are the Simpler Recycling rules? With less than six months until the implementation of the Simpler Recycling reforms on 31 March 2025, a considerable percentage of small businesses in the UK are yet to start any preparations. A recent survey revealed that 75 per cent of businesses with between 10-49 employees have not started planning for the upcoming changes. This new legislation requires businesses to separate food waste from general waste. We spoke to local business owners to find out what they need to know. “As a small business, we’re a bit overwhelmed by the new food waste regulations,” says Hiron Miah of My Back Home Chai restaurant in Manchester. “We’re working closely with our current waste provider to understand the specifics and ensure we’re compliant. Good news for Biomethane developers...Department for Energy Security and Net Zero (DESNZ) have announced the outcome of the GGSS Annual Tariff Review (ATR) - rates across all Tiers will be increased from 01 October. If you already have a tariff guarantee (TG) in place or an application underway, there is the option to withdraw and resubmit, but there's a budget risk to consider. Budget is starting to get tight for FY 2025/26, but plenty remains for the subsequent years - not such a concern, given any new applicants will be targeting commissioning 2026 onwards, but definitely worth thinking about in the early planning stages. Is allowing glass to be co-mingled with DMR a false red flag? For those tipping DMR at MRFs across the UK, there is a real question around cost and the realities of the processor having plant capable to extracting glass. For customers producing one or two coffee jars, commingling is the easiest solution if you're not able to buy product in alternate packaging. Adding Glass to DMR increases the disposal costs (given the weight of the glass). For pubs and restaurants, the volumes & weights are significant and this ultimately affects the disposal costs of the contractor and the customer. I'd love to hear the opinions of waste contractors who don't currently collect glass. 6 ASPECTS OF AN EFFECTIVE EPR SYSTEM FOR PLASTIC PACKAGING ◾EPR is a policy that mandates companies to take full responsibility for the entire life cycle of plastic they introduce into the market. ◾EPR should be customised to fit national and local circumstances to ensure system coherence. ◾EPR should be integrated into a comprehensive waste management strategy that includes all waste types. ◾EPR contributes to, and is amplified by, achieving 100% collection and sorting of waste, leading to enhanced national recycling rates. ◾EPR should be both efficient and financially viable, within the national and local environment. ◾EPR funds should be dedicated solely to improving waste management infrastructure and enhancing the collection and sorting of plastic waste. How can we diminish the environmental footprint of products, encourage sustainable product design, finance waste management infrastructure, and handle waste efficiently? One solution is the implementation of Extended Producer Responsibility (EPR), which has the potential to expedite the shift towards a circular economy and substantially elevate recycling rates. Decarbonising with ETS So the period for the consultation considering how waste will be brought into the UK Emission Trading Scheme (#ETS) is over, carbon costs for the sector are coming and Government has indicated that there will not be a further formal consultation. So EFW’s, #ACT’s and #ATT’s are in and clinical/hazardous #waste incinerators may be in depending on the outcomes of the consultation. This puts a #carbon cost to the recovery of, or use of energy from fossil materials in residual waste. Residual waste being that waste left over after prevention, reuse, repair and recycling. Some Local Authority (LA) bodies have questioned if they will receive any central Government support through the New Burdens Doctrine (NBD). Personally, I think that although ETS applies to LA’s and private sector bodies, it will have a disproportionate effect on local Government through both the proportion of tonnes going to EFW but also due to the fact the LA has no control on what its citizens purchase & therefore any control on the materials that end up in household bins. Further for some streams like Textiles and Absorbent Healthcare Products (AHP’s) there is no current potential to recover through an #EPR system. Businesses can have more control on what they purchase and waste. But if the NBD does apply, simply circulating money between national and local Government not only creates ‘wooden dollar movements’ but also potentially misses an opportunity. Almost all LA’s have Climate Emergency Plans (CEP’s) and using ETS money to deliver some of these, especially in the waste arena, would be better use of the circulating funds than a money merry go-round and would deliver on the long-term goal of ETS, i.e decarbonisation. Imagine what a LA could do with a few million pounds per year in the area of waste prevention or repair and reuse and the benefit that would give to decarbonisation. The ETS consultation considered transition plans for LA’s as an option and if some of the ETS bill for LA’s could be offset against real decarbonisation activities, it could deliver and support the prime purpose of ETS and support services that need investment. We could make a similar argument for packaging EPR costs under ETS supporting improvements in reuse, refill and recycling of packaging rather than simply being a cost pass through. Bringing carbon pricing into the waste sector through #ETS will help dive #decarbonisation, but it’s a big blunt tool when applied to #EFW and incineration alone. If some of the ETS costs are able to be diverted and reinvested to deliver long term decarbonisation and drive the #design and implementation of new systems for waste and products, maybe, just maybe, it could be a real force for change. Wouldn’t that be a transition plan.

Following the Labour Government's first Budget earlier this week, I speak on behalf of Veolia UK when I say that we welcome a Budget that signals growth, and ensures that the green economy remains firmly on the Government’s agenda. For the recycling and waste sector, the Government’s decarbonisation programme pledges important funding for CCUS and green hydrogen but misses the mark on incentivising the fastest way to decarbonise waste: removing plastics from the waste stream. We were disappointed that the Plastic Packaging Tax (PPT) was only increased in line with CPI and that the Treasury did not set more ambitious targets to increase recycled content. The PPT must be increased in line with the rises seen across the landfill tax rate and in preparation for the Emissions Trading Scheme to move more plastics from a waste to a resource. Increasing the Plastic Packaging Tax to £500 per tonne and 50% recycled content over the next few years will help stimulate a stagnated plastic recycling market, open up new investment and jobs and lower emissions from waste treatment significantly. The Chancellor has addressed a number of policy areas that are vital for the UK’s transition to a greener economy, but further progress could and should be made in the coming months to accelerate this transition.
