This is a paper about two cases about the role planning, and specifically local energy efficiency standards, can play in tackling climate change. 2. Section 1 of the Climate Change Act 2008 imposes on the Secretary of State the duty to ensure that the net UK carbon account for the year 2050 is at least 100% lower than the 1990 baseline. 100% was substituted for the previous figure (80%) by an amending instrument in 2019 which sought to respond to the “Climate Emergency” declared by parliament in that year. Since then hundreds of local authorities have followed suit and declared a climate emergency. Local authorities cannot legislate, but they can, indeed are required, to make policies about development in their area. Many local authorities have sought to do their part to reduce greenhouse gas emissions by making development plan policies which require some new forms of development to achieve “net zero” emissions of greenhouse gases[1]. For some local authorities there is a policy mismatch in building new poorly insulated houses with gas supplies which thereby increase emissions from the housing sector while simultaneously trying to cut emissions by retrofitting insulation and heat pumps to existing stock. Some authorities have sought to introduce policies which push new development closer to the “net zero” standard which will be required of all housing by 2050 (rather than rely simply on the relatively low environmental standards in the building regulations). . . . 📢 We have published a report “Priorities for UK Policymakers”, which presents evidence on the benefits of utilising the Waste Derived Fuel (WDF) supply chain to address three major challenges: 🌫 Reducing levels of methane and CO₂ emissions to limit the rate of climate change. ♻ Ensuring resources are used in a circular way so their full value is realised. ⚡ Reducing fossil energy consumption and supporting energy security. 🏭 The RDF Industry Group recommends that UK policymakers adopt several approaches to achieve these objectives, including acting on landfill policy, ensuring a thriving export market, and incorporating Energy from Waste in emissions trading. Zero Waste Europe wants to incentivise emissions cuts by including them in the EU emissions trading scheme. Keep Britain Tidy has introduced an updated version of the waste hierarchy, aimed at enhancing public awareness regarding waste prevention and conscientious consumption, thereby advancing the UK's transition towards a circular economy. 🌍 The change comes after recent research highlighted a concerning lack of understanding among the public, often seeing recycling as the primary solution, despite its position as the third-best option after reducing and reusing. ♻️ Moreover, there was notable confusion surrounding the terms 'Reduce, Reuse, Recycle', with 30% of the population viewing them as interchangeable. Scope 3 emissions reporting can have benefits beyond carbon reduction, according to industry respondents to DESNZ's call for evidence, helping with: 💠 Reputation 💠 Investor ratings 💠 Supplier relationships 💠 Incentivising resource efficiency & circularity This echoes some of what businesses told me & Heather Plumpton when we looked at how to scale up circular business models back in 2022. Moving from voluntary to mandatory Scope 3 reporting for larger firms could be a game changer for developing circular value chains. From the call for evidence: “One of the benefits of scope 3 reporting is the increased visibility it provides on the emissions embedded in materials and products a company uses throughout its supply chain. Emissions associated with purchased goods and services upstream in a supply chain are often the largest source of a company’s carbon footprint. 📢 CCSA Response to the Climate Change Committee Report and Urges Acceleration of CCUS The Climate Change Committee’s (CCC) latest report on progress in reducing emissions has highlighted that only a third of emissions reductions are currently covered by credible plans, putting the 2030 target at risk.   The report stresses the need for rapid progress beyond electricity, with ten priority recommendations, including reversing policy rollbacks, finalising BECCS business models, and developing skills strategies. Rapid deployment and scale-up of CCUS technologies are crucial, with delays in industrial carbon capture business models posing significant risks.
